ENVIRONMENTAL COMPLIANCE PROGRAM MANAGER
BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is currently looking for an Environmental Compliance Program Manager to lead three or more Federal contracts in either our Norcross, GA or Northville, MI office. Specific programs will include NASA, the Army Reserve, and the National Park Service. Programs will be executed with the back office and onsite staff. Onsite contracts require collaboration with numerous tenant partners, resident agencies, and leadership personnel. Work will be performed within an aggressive regulatory framework involving Federal, State, and County regulations, Federal Executive Orders, and client-specific Policies. The onsite environmental directorate is dedicated to sustaining effective environmental compliance and restoring natural resources in compliance with all Federal, State, and local laws and regulations.
Job Duties & Responsibilities
Ensure that environmental technical expertise and support services are obtained, directed, and managed successfully to complete the Performance Work Statement (PWS) and prepare all deliverables and contract data list requirements (CDRLs) covering:General environmental servicesAir qualityCultural resourcesEnvironmental Management System (EMS)
Hazardous materials managementHazardous waste management/processingNational Environmental Policy Act (NEPA)/Environmental JusticeNatural resources (wildlife, plants, ecosystems)Petroleum, oils, and lubricants/aboveground storage tanksRestoration of environmental contaminationSustainability practices and pollution prevention (water conservation, energy conservation, waste reduction/recycling, sustainable acquisition)Water quality (drinking water, wastewater, stormwater)
Serve as Program Manager and on-site contractor point-of-contact (POC)Provide the planning, coordination, technical direction, and surveillance of the program team (multidisciplinary staff) and activities necessary to ensure disciplined work performance and timely application of resources to accomplish the PWSMaintain communication with clients, including the Contracting Officer (CO) and the Contracting Officer's Representative (COR), technical managers, and immediately of any problems that would prevent meeting established performance standardsManage all project elements, including reach back, offsite, onsite staff, internal project teams, multiple subcontractors, vendors, and relationships with client and regulatory personnel per PWS requirements and BB&E standard operating proceduresOrganize and execute project work, including the appropriate delegationLead project teams in a focused collaborative effort through successfully executing project requirements. Demonstrate subject matter expert skill sets to support private and government sectorsLead, mentor, and train junior staff and provide direction, vision, and strategy for the company and the projectDisplay and demonstrate company business acumen (including successful management of execution, schedule, budget, quality, and compliance) and exemplary work approaches (client service orientation; strong interpersonal skills, including clear communication and respect for others)Provide overall management and administrative functions to ensure that resources are available and allocated to meet performance requirementsProcess the payments of permits/fees related to the work on this contractMaintain a comprehensive Safety and Health PlanComplete and deliver a monthly technical report covering all CLINs on the contract no later than five business days after the end of the month
Key Qualifications
A strong background in environmental compliance is requiredMust be adept at problem-solving, including identifying issues and developing solutionsDemonstrate exceptional project management skills and abilitiesAble to lead and counsel employees, resolving difficult or sensitive mattersAble to communicate clearly, both written and orallyAble to effectively read and interpret information, present numerical data, and skillfully gather and analyze informationAble to prioritize assignments to use time efficientlyMust be dependable, able to follow instructions, and be responsive to management directionKnowledge and experience with California or Federal Environmental laws and regulationsProfessional registration and/or certifications in fields of expertise preferred
Experience & Education
Minimum 15 years' experience in program and project management is requiredMinimum 10 years' experience in Environmental Compliance is requiredDepartment of Defense or other government project management experience is requiredA bachelor's degree in engineering or sciences is required; a master's degree is desiredPhysical Requirements
Must be able to remain in a stationary position at least 60% of the timeAble to operate office equipment, including computer, copy machine, phone, etc.Capable of light lifting, under 10 lbs.Able to wear the required PPE
