Harkcon is looking for a Deputy Program Manager (DPM) to support the CISA Cybersecurity Division (CSD). CSD leads the Nation's strategic and unified work to strengthen the security, resilience, and workforces of the cyber ecosystem to protect critical services. The DPM will oversee program development, operational support, and other administrative and analysis functions in support services to CSD. This position is contingent upon contract award.

Role:

Serve as second in command for the Program ManagerAct as Program Manager in case of an absenceAssist in managing a team of 50+ people, manage all daily operations of the project, including oversight of team members, communications with the client, and financial responsibilities (invoicing, approving timesheets, etc.)Design and maintain the project plan, alignment of resources, management to deliverable deadlines, and contract management to maintain cost control, schedule, and quality of all services and products.Support process documentation and improvement efforts including evaluating the current state, identifying and prioritizing areas for improvement, and working with stakeholders to develop, document, implement, and sustain new processesProactively engage with others to identify challenges, recommend solutions, create value, integrate diverse perspectives, and manage expectationsTranslate complex concepts and solutions into deliverables ranging from standard operating procedures, project management plans, and other guidance documents to PowerPoint presentations, one-pagers, newsletters, emails, job-aids, checklists, and other communication materialsApply strong communication skills to build relationships, connect people, and support team membersDeliver recommendations, with supporting criteria, to project sponsors and leadership.Work with stakeholders from various government and contractor teams to coordinate scheduling and other program-wide effortsQualifications:

PMP Certification from PMI10+ years of experience in managing programs within the federal contracting environmentFederal consulting experience at DHS - Department of Homeland Security; preferably working with senior level executivesMaster's degree in a related fieldDemonstrated expert level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI)Strong verbal and communication skillsMust be a U.S. CitizenAbility to obtain and maintain a Top Secret clearanceBenefits

Salary Range: $145,000-$185,000 to commensurate with experience, education, etc.Benefits
