Summary of Duties

Pay range effective January of 2025 will be $90,627-$131,408 Annually.

GENERAL PURPOSE

Responsible for the management of the human resources functions within the Town of Mead. Coordinates and is responsible for daily Human Resource functions of the Town, including providing employee support, employee relations, administering compensation and benefits plans, record keeping, and recruitment.

SUPERVISION RECEIVED

Works under the general supervision of the Administrative Services Director.

EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES

Assumes all human resource management responsibilities for the Town of Mead; develop, recommend, and implement policies, procedures and programs concerning personnel administration; provide advice to department heads on personnel issues and interpretations of personnel policies; promotes positive employer/employee relations; and maintains confidential records.Develops, coordinates and oversees talent management activities to include the review of job descriptions, posting of positions, tracking applications, screening application, providing interview guidance, and conducting reference/background checks. Works closely with hiring managers.Advises and coordinates health and welfare benefits activities to include coordinating open enrollment, negotiations with vendors, working with benefits consultants and brokers, new hire enrollment, and assisting employees as needed.Responsible for new employee onboarding including benefit review and enrollment, new hire forms, personnel file creation, initial employee set up and training.Responsible for employee relations issues that arise. Investigates issues, makes recommendations to management as appropriate. Mediates disputes.Manages HR Information System and provides reports to users and departments as needed. Ensures quality and integrity of data.Responsible for compensation, benefit and classification projects including salary and benefit analysis, recommending changes as needed, and responding to market survey information requests.Maintains employee personnel records, processes employee insurance information and personnel change notices, verifies premium charges from carriers and works on related insurance matters. Oversees employee evaluation process and maintains all related records.Coordinates paperwork (COBRA, Unemployment, FMLA, etc.) and final paychecks for separating employees.Educates employees on current benefits, communicates all benefit changes in a timely manner, organizes representatives for on-site seminars once or twice a year.Administers the workers' compensation program for the Town. Process all reports of injury, review supervisors report for investigation issues and training needs, work with the injured employee, respond to employees' requests for information, maintain continual lines of communication with worker's compensation provider and coordinate return to work. Prepare annual renewal, audit and cost containment documents.Coordination of safety and training programs needed for all departments, securing materials and on-site classes as necessary, maintaining certification records for all employeesOversees preemployment, post-accident and random drug testing program and maintains appropriate documentation.Performs other related duties as assigned or requiredMinimum Qualifications

EDUCATION & EXPERIENCE

Bachelor's degree in Human Resources, Business Management, Public Administration, or a related field required.Four (4) years of progressively responsible experience in human resources that included experience at a lead, supervisory, or managerial level.Previous experience in a municipal or public jurisdiction preferred.A suitable combination of education and experience may be considered.LICENSES AND CERTIFICATIONS

Human Resources certification such as PHR, SPHR, SHRM-CP or SHRM- SCP is preferred.Valid Colorado Driver's License and a satisfactory driving record is required.Knowledge, Skills & Abilities Required

The Town of Mead offers a comprehensive benefit package and pays a major portion of the employee premium to make these benefits more affordable for our employees. Coverage begins on the 1st of the month following the date of hire, unless otherwise noted. Full time employees may participate in the following benefits:

Insurance:

The Town of Mead's medical, vision, dental, and life insurance provider is Colorado Employer Benefit Trust (CEBT). The town pays 100% of employee coverage and 50% of employee's covered dependents for the least expensive plan.

Medical:

Employees may choose to enroll in one of following medical plan options which have a broad network of doctors, hospitals and health providers:• Kaiser Permanente HMO 45 plan• CEBT PPO 4 plan (UMR A UnitedHealthcare Company)• Medical Hospital Reimbursement Plan

Dental:

A comprehensive dental program is available that provides access to a broad network of dental providers. Coverage is through Delta Dental.

Vision:

Employees that choose to enroll in our CEBT vision plan may take advantage of benefits that include coverage towards contacts and glasses.

Life and Dependent Life:

The Town of Mead provides basic life coverage up to $50,000 for employees who are regularly scheduled to work 20 or more hours per week. Additional coverage may be purchased through a voluntary life insurance program.

Short Term / Long Term Disability

*: The Town's short-term and long-term disability coverage is provided by The Hartford Group. Premium costs for employees who are scheduled to work 30 or more hours per week is paid for 100% by the Town. Long-term disability coverage is effective the first month following 60 days of employment.*LTD does not apply to Police due to FPPA benefits.

Spending Accounts:

The Town offers a Section 125 Flexible Spending Account through Alerus. The Town matches medical account contributions up to $500/year for eligible employees.

Flexible Spending Account (FSA): Employees have the option to contribute to their FSA which can be used to pay for qualifying medical, dental and vision expenses.

Dependent Care FSA: Dependent care FSA allows for reimbursement of dependent childcare or elder day care expenses on a tax favored basis.

Retirement Benefits:

The Town offers a 457 defined contribution plan through Nationwide. The Town matches up to 5% of an employee's pay. Commissioned police officers are not eligible for the Town match. For 2024, the maximum contribution (employee and employer) is $23,000 annually. Catch-up provisions are up to $7,500 for those aged 50 and older.

Employee Assistance Program (EAP):

Our EAP provides free and confidential short-term counseling to help employees with a variety of personal challenges. Other services and resources are offered through Triad's EAP.

BENEFITS EXCLUSIVE TO COMMISSIONED POLICE OFFICERS

Pension Benefits - Police Only (FPPA):

The Town's commissioned police officers are covered by a defined benefit pension plan through the Fire and Police Pension Association (FPPA). 2024 employee / employer contribution rates are 12% / 9.5%, respectively.

Disability Benefits - Police Only (FPPA):

The Town's full time commissioned police officers are covered by the Statewide Death & Disability Plan through FPPA. Benefits provide 24-hour coverage, both on and off duty. The Town currently covers 100% of the premium which is 3.4% of the employee's base pay.

Paid Time Off:

Full time police officers* will be provided with paid time off which accrues based on years of service as indicated below. Paid time off for officers is adjusted to include the Town's observed holidays.
