DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
In HR’s Risk Management Division, the Assistant Director oversees the day-to-day operations for both the City’s Occupational Health and Safety Program, and the Workers' Compensation Program. The Assistant Director will coordinate the development and implementation of relevant policies and procedures in line with up-to-date work-related laws, including the ADA, the Family and Medical Leave Act, and any other relevant state laws and company benefit plans. This position is responsible for engaging a multidisciplinary occupational health and safety team in collaboratively providing and directing services to maintain and enhance health, improve safety, and increase productivity. The ideal candidate will have a well-rounded understanding of the industry, an eye for seeing solutions, expansive data sets and the business mindset to convert insights into strategic opportunities. Additionally, the candidate should be experienced in planning, organizing, coordinating, directing, evaluating and financially managing a comprehensive occupational health and safety program.
Additional duties may include:
Manages and directs managers, reviews operations, and may establish objectives within the assigned department
Manage and optimize processes for data intake, validation, mining and engineering as well as modeling, visualize communication deliverables.
Coordinates the preparation, implementation and monitoring of the budget and expenditures.
Examine, interpret and report results of analytical initiatives to stakeholders in leadership, technology, sales, market and product teams.
Acts as liaison to other departments, government agencies and the private sector.
Lead cross-functional projects using advanced data modeling and analysis techniques to discover insights that will make strategic decisions and uncover optimization opportunities.
Organize and drive successful completion of data insight initiatives through effective management of analyst and employees and effective collaboration with stakeholders.
Develops and interprets codes, ordinances and specifications.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major so discomfort in a normal office environment.
MINIMUM REQUIREMENTS
MINIMUM EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Seven years of directly related professional experience in Human Resources or a closely related field are required, with at least three of those years in a managerial capacity.
A Master's degree may be substituted for two years of experience.
LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.

Preference will be given to applicants that possess:
A degree in Risk Management or Occupational Safety and Health
Knowledge of general liability, employment liability, environmental liability, self-insurance programs and Worker's Compensation claims administration (Texas), and other applicable insurance statutes and codes required.
Knowledge of Occupational Safety, and Health Administration (OSHA) principles and practices, to include procedure conducting on-site safety inspections required.
Possession of relevant designations such as Certified Safety Professional (CSP), Associate in Risk Management (ARM), Certified Risk Manager (CRM), RIMS-Certified Risk Management Professional (RIMS-CRMP) are beneficial.
Working knowledge of data mining principles such as mapping and predictive analytics. Knowledge of Excel, and familiarity with business intelligence tools (e.g. Tableau, SAS). Strong problem solving, quantitative and analytical
