DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The City of Houston is currently seeking a dynamic Executive for the Compensation Division of the Human Resources Department, who will be accountable for the strategic direction and oversight of the City’s compensation and classification systems, structures, programs, policies and procedures. The various systems and programs for the Compensation Division service 25 City departments. The programs and services provided are vital to our workforce and the administration of other human resources programs and services. This individual will also ensure program coordination with vendors and all internal and external stakeholders.
KEY RESPONSIBILITIES:
• Provides operational and strategic direction to the Compensation Division of the Human Resources Department.
• Develops team members and objectives to deliver appropriate, responsive, and effective Compensation systems and programs.
• Researches trends, best practices, and regulations to evaluate Compensation systems and programs.
• Collaborates with City management to ensure Compensation systems are responsive to the needs of stakeholders.
• Designs and manages Compensation systems that attract, retain, motivate, and reward a skilled, diverse workforce; and considers internal equity, external competitiveness, fiscal responsibility, and regulatory compliance.
• Identifies and develops core team competencies and skill sets necessary to develop independent thinkers and contributors to the team’s success, and lead to efficient program execution and exemplary customer service.
• Reviews division performance: effects changes to improve service, simplify workflow, and assure compliance with regulatory requirements, programs, and initiatives.
• Oversees the launch of new initiatives that improve the customer experience.
• Establishes division goals that contribute to the attainment of organizational goals and objectives.
• Improves employee understanding and promotes awareness and utilization of various services offered.
• Prepares and presents analyses, materials and recommendations to City leaders and stakeholders.
• Assesses current and future vendor relationships, and manages vendor relationships to ensure optimal systems, execution, budget, and compliance.
• Serves as an advisor to the department director.
MINIMUM REQUIREMENTS
MINIMUM EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Seven years of directly related professional experience in Human Resources or a closely related field are required, with at least three of those years in a managerial capacity.
A Master's degree may be substituted for two years of experience.

PREFERENCES
Preference will be given to applicants with prior comprehensive compensation program management experience, which includes strategic expertise in base and incentive compensation design, administration, and implementation. Demonstrated proficiency in verbal and written communication. Municipal/governmental agency experience and working with SAP SuccessFactors. Proven leadership experience with a track record for building strong, efficient, and effective teams.
Preference shall be given to eligible veteran applicants provided such persons possess qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
