Description: NSI requires a Senior Logistics Analyst to support E-2/C-2A PMA 231. Provides support to Subject Matter Experts (SMEs) for Integrated Logistic Support (ILS) areas of Avionics, Power and Propulsion, Air Vehicle, and maintenance planning. Performs various tasks related to the development, operation, evaluation, and improvement of weapon systems supportability and/or maintainability programs and information systems, primarily focused on the enhanced logistics support at the Intermediate Level of Maintenance. Works on logistics and maintainability programs and with logistics and maintenance control organizations on issues such as: technical evaluation and identification of weapons systems logistics requirements and resources; development of logistics support and maintainability programs or plans; systems acquisition requirements analysis; budgetary or financial analysis and control; life cycle cost analysis and control; weapons systems hardware and software standardization and compatibility; Integrated Product Support (IPS)/Reliability & Maintainability (R&M) program test and evaluation planning and execution; and, ILS/R&M program management analysis. Collects, compiles, analyzes, investigates, researches, or applies logistics, maintenance, acquisition, or financial data and information. Develops, modifies, prepares, or validates documentation in relation to automated logistics or maintenance data reporting systems, and management information systems.

Specific description/duties include:

- Possess a thorough understanding of a Program Offices Acquisition/Engineering/Logistics requirement.

- Possess a thorough understanding of the NAVAL AVIATION MAINTENANCE PLAN, (NAMP) ML2 requirements.

- Able to perform quarterly ICRL Planned/Active compare process, which we tie to the required quarterly ICRL submissions to the Combined ICRL.

- Familiar with and understand implementation efforts to perform Depot Level interdiction and cost reduction efforts at ML2.

- Working End-To-End (E2E) Supply Chain Management (SCM) processes for IPG1, IPG2, and stock back-order reduction efforts for USN E-2D in conjunction with our Supply Support Team, PMA/NAVSUP/DLA/NGC, and fleet ASO's, AMO's, PCO/MMCO, PC Chief's.

- Working with each IMA for USN ashore and afloat in ML2 to plan repair capability is support of E-2D.

- Perform periodic reviews of LORAs to determine if repair rates and return on investment objectives are being realized.

- Develop corrective action plans for items not achieving LORA projected repair rates.

- Using the CMB ICRL, NIIN ANALYSIS TOOL, process, perform the Fiscal Year, (FY) compare process in order to validate if components repair rate is increasing or decreasing

- Contribute and support the NAE Current Readiness processes, such as ILSCM briefs, and other such efforts that are part of monthly NSS-HUD briefs to PEO(T).

- Major plus to have prior experience in ML2 requirements/production/Individual Component Repair List (ICRL) management.

- Possess a thorough understanding of a Program Offices Acquisition logistics processes/transition timeline.

- Maintenance Planning, (Source, Maintenance, & Recovery, (SM&R) codes and associated processes for updating and or changing maintenance SM&R coding.

- Initial Level of Repair Analysis (LORA) development.

- Initial Outfitting of peculiar Individual Materiel Readiness List (IMRL), and Operational Test Program Sets (OTPS).

- Development of Automated Test Events (ATEs) utilizing Pinpoint.

- Initial provisioning for supply, (Retail & Wholesale).

- ML2 data for Electronic Tech Manuals.

- Possess a thorough understanding of the supply chain, (Retail & Wholesale)

- Ability to generate a ML2 Master Planned listing from the Logistical Supportability Analysis (LSA) data base, which feeds NAVSUP's Master Item File.

- Ability to measure Performance to Plan on a frequent basis.

- Identify methods to increase or improve component repair capability.

- Using NAVAIR's TABLEAU; VECTOR; and TYCOM's CMB ICRL NIIN Analysis Tool, provide analytic data to measure impact to Readiness and Cost.

Location: Telework/Patuxent River, MD

Education: BS or BA degree in Acquisition, Logistics Management, Business,

or Management.

ALLOWABLE SUBSTITUTION: An additional five (5) years of acquisition or operational logistics management experience may be substituted for a BS or BA degree.

Experience: At least eight (8) years of experience in Naval Aviation Intermediate Maintenance Management and at least five (5) years' experience in acquisition or operational logistics support/maintenance engineering. Experience must include: Four (4) years directing the performance of comprehensive analysis across the spectrum of ILS elements during a job assignment in or in support of a Naval Aviation Intermediate Maintenance Command. Two (2) years of DoD acquisition logistics support experience to include specific experience in acquisition planning and management.

Security Clearance: Secret clearance. Must be a U.S. citizen.
