Job Description
The Combat Mission Systems (CMS) Mobility & Fluid Power Systems Functional Manager (M&FP FM) reports to the CMS Mechanical Engineering Director and shall guide the Mobility Team, which consists of 3 sub sections: Engines & Accessories, Traction Drive & Suspension, and Auxiliary Automotive Systems. The M&FP FM is responsible for the overall management of the aforementioned mechanical engineering groups, ensuring that goals and objectives align with the CMS Engineering strategy and vision. The M&FP FM coordinates with other functions to meet the programs needs for qualified and trained resources. The M&FP FM shall establish and maintain the technical vitality of people, processes, and infrastructure for the Mobility & Fluid Power (mechanical engineering) discipline.
People:Ensures the technical knowledge of the assigned mechanical engineering staff, reflecting both current and anticipated needs, by assessing competencies for the Mobility & Fluid Power disciplines and filling any gaps, administrate performance appraisal for the assigned staff, inclusive of soliciting inputs from stakeholders, e.g. PEMs, PEDs, Engineering Integrated Product Team (IPT) Leads, etc. Collaborates with subordinates (section managers) on career development of all mechanical engineering staff within the group. Maintains an affordable and competitive skill mix for mechanical engineering, inclusive of the judicious use of contract labor. Ensures efficient utilization of staff, proactively maintaining utilization by the use of overtime, borrowed resources from other functions and businesses, contract labor, and hiring. Ensures that subordinates effectively apply policies, processes, practices, procedures, methods, standards, and guidelines in the performance of their duties. Supports annual salary planning activities.
Processes:Ensures the effectiveness and relevance of mechanical engineering processes so that they are useful to practitioners. Promotes a culture of continuous process improvement ensuring functional process are integrated and standardized, to the extent practical, across the Mobility & Fluid Power engineering department. Ensures functional processes meet applicable compliance and assessment standards, e.g. SAE, MIL-STDs, etc. Constructs and maintains functional Engineering Estimating Tables (EET), Cost Estimating Relationships (CERs) to aid in the efficient construction of accurate, repeatable, and defendable functional bids and estimates.
Infrastructure:Ensures the availability, efficiency, and relevance of Mobility & Fluid Power engineering tools. Ensures the affordability of engineering tools, inclusive of ensuring that disused and obsolete licenses and capabilities are sunset/scrapped in the interest of cost savings. Identifies capital (CAPEX) and other investment requirements to sustain engineering infrastructure, along with ensuring efficient utilization of existing capabilities. Co-manages (through a committee) the Mobility, Electrical Test Lab (METL) at the Sterling Heights, MI and the Hydraulics Lab in York, PA to ensure required knowledge is maintained and flexible to support current and future program needs. Coordinates annual lab expenses and capital (CAPEX) projects for lab infrastructure and capability.
The M&FP FM is additionally accountable for:• Allocating Engineers to/from programs to fulfill staffing needs in a timely manner• Performing comprehensive planning relative to functional capacity and capability• Ensuring the completeness and adequacy of functional bids and estimates• Effectively managing and prioritizing allocated indirect budgets (dollars and hours)• Collaborating with other CMS Engineering Functional Managers to ensure consistency across and alignment to CMS practices/initiatives• Other duties include, but are not limited to: providing technical expertise to programs/projects, participating in technical reviews, chairing or assessing Life Cycle management (LCM) independent phase and design reviews, performing “color team" reviews for pursuits, supporting bids and proposals, and supporting internal research and development (IR&D) planning and execution.Required Education, Experience, & Skills
Bachelor's Degree in Mechanical Engineering or closely related and 12+ years of relevant experienceMastery of Mechanical Engineering, inclusive of theory, contemporary state of the practice, processes, and analysis toolsPrior experience designing, developing, integrating mobility systems for military combat vehicles, including depth in at least two areas such as: tracked vehicle suspension systems, military powertrains / powerpacks, transmissions, military cooling systems and hydraulics, drivelines and final drives, power take-offs and mechanical fan drives.Knowledge of basic systems engineering processes including: Architecture and Requirements, RAM-T (Reliability, Availability, Maintainability and Testability), and PSE&HFE (Product Safety & Environmental and Human Factors Engineering)5 or more years of engineering supervisory experiencePractical knowledge and experience bidding mechanical engineering scope for proposalsPreferred Education, Experience, & Skills
Master's Degree in Engineering/Science plus 12 or more years of hands on design/development program experienceWorking knowledge of hybrid electric drive (HED) systems, HED system architectures, basic high voltage power generation and distribution system knowledge, basic electrical power electronics / power conversion, energy storage system knowledge.LCM phase and/or design review experiencePractical knowledge and experience managing engineering projects including Earned Value ManagementPursuit and/or proposal experienceWorking experience as a Control Account ManagementProgram Management Professional (PMP) Certification
Pay InformationFull-Time Salary Range: $147300 - $250400
