Summary

In this position, you will serve as the Lead Public Affairs Specialist and an official agency spokesperson providing information to media outlets and members of the press regarding complex questions and data needs.

Duties

As the Deputy Press Officer in this position, you will:

Manage the Press Office's strategic planning, resource production, and mission execution.Serve as a first line supervisor to Public Affairs Specialist and administrative support staff and serve as the Acting Press Officer as needed.Plan, develop, and implement the Commission's media relations program and agency communications plan.Respond to complex and politically sensitive and/or controversial oral and written inquiries from academics, the public, state election and regulatory offices, and members of the media.Oversee the compilation, curation, and publication of daily news summary and weekly digest of disclosable Federal Election Commission (FEC) activities.Requirements

Conditions of Employment

You must be a U.S. citizen or national.You must be able to pass a background investigation.Males born after 12/31/1959 must be registered or exempt from Selective Service (see Legal and regulatory guidance below).You may be required to serve a 2 year probationary period.Direct Deposit of Pay is required.You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement.Candidates must meet time-in-grade requirements (52 weeks at the next lower grade).Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

You must have at least one full year of specialized experience. This must include activities such as: (1) utilizing automated software/databases to generate, analyze, and/or synthesize data for presentation to diverse audiences; (2) interpreting campaign finance laws and/or Federal Election Commission regulations to counsel commissioners, top agency management, and program offices on strategies for responding to media inquiries; (3) developing time-sensitive written materials (e.g., press releases, website content, periodic reports, etc.) for public availability; (4) employing clear and tactful oral communication strategies to enhance understanding of programs, policies, or campaign finance data to top agency management, specialized groups, the general public, and/or members of the press; (5) planning, developing, or managing the commission's media relations program and/or agency communications plan. This experience must be comparable in scope and responsibility to the GS-13 level in the Federal service (obtained either in private or public sector).

TIME-IN-GRADE REQUIREMENTS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

In addition, you must provide a

Data Analysis -

Knowledge of database navigation and data analysis sufficient to draft periodic statistical summaries, respond to reporters' data questions, and create presentations on data to a wide variety of audiences.

Technical Credibility -

Ability to quickly and carefully translate technical legal language into understandable and easy-to-read written documents and to orally communicate complex information in plain language.

Strategic Planning and Management -

Establishes priorities, determines short- or long-term goals and strategies to achieve them, and coordinates with other parts of the organization to accomplish goals.

Interpersonal and Leadership Skills -

Deals tactfully with others, motivates others to contribute in a timely manner to team projects, and manages conflict.

Political Savvy -

Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.

Part-time or unpaid experience : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
