This branch chief position is located within the Innovation and Research Branch, Emerging Technology (ET) Division, Technology Solutions Office headed by the office of the Chief Technology Officer (CTO), under the Department of Technology Services (DTS).

Duties

The incumbent of this position is the Chief of the Innovation and Research Branch and is responsible for driving the development of new and innovative products, services, or processes within an organization. The incumbent of this Branch requires a combination of strategic thinking, technical expertise, and strong leadership skills to inspire and guide a team of researchers and innovators. In this role, the incumbent requires a deep understanding of technology, and business operations of the judiciary to drive innovation, customer satisfaction, and effectiveness.

The incumbent is responsible for developing and articulating a clear vision for innovation and research across the judiciary, aligning innovation goals with the overall business and IT strategies, and identifying emerging trends and opportunities in the industry.

Duties of the position include, but are not limited to:Collaborating with the Chief of the Emerging Technology Division and the Chief Technology Officer to establish and support the judiciary's innovation program.Developing and executing a comprehensive business plan for the establishment of a research and development function.Conducting market research and analysis to identify trends and opportunities.Leading teams of technical engineers to develop proof of concept and prototypes to verify feasibility, usability and functionality.Providing technical assistance to other areas of TSO, in support of innovation projects.Prioritizing features and enhancements based on customer feedback and business objectives.Fostering a collaborative and innovative work culture.Identifying and evaluating new technology opportunities to drive innovation and continuous improvement within TSO's product portfolio.Requirements

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Serving as a senior-level leader in the field of emerging technology, research and development, and/or innovation.Leading, managing, supervising, and directing staff with responsibility for staff's personal development, skills assessments, training guidance, and performanceWorking with IT Executives and leaders, developing and presenting opinion papers, analysis, roadmaps, and presentations communicating complex business and technical scenarios and problems to C-suite and Senior Management.
