The Executive Director of Cultural Resources is responsible for implementing archaeological work programs, including inventory, evaluation, and mitigation of archaeological resources in California. The director regularly leads or conducts fieldwork, such as surveys, site testing, site evaluation, data recovery, construction site monitoring, and archaeological site condition monitoring, as required to meet project schedules.ESSENTIAL DUTIES & RESPONSIBILITIES:Demonstrates a strong understanding and utilization of Section 106 of the National Historic Preservation Act and associated laws.
Develop and implement a Wilton Rancheria Tribal Historic Preservation Plan in coordination with internal programs and other applicable agencies and individuals.
Collaborates with federal and state agencies to comply with the National Historic Preservation Act and other applicable laws to deliver needed services to the Wilton Rancheria Tribe.
Directs and conducts a comprehensive reservation-wide survey of historic properties and locations; maintains inventories of such.
Identifies and nominates eligible properties/locations for listing historic properties on the National Register. Process applications if determined to be beneficial.
Represents the Wilton Rancheria Tribe through written and verbal communications regarding its cultural and bio-cultural resource management interests.
Serves as the lead official in identifying cultural sites within the exterior and exterior boundaries of the Wilton Rancheria Tribe.
Participates in fieldwork; documents cultural sites with photography, GIS/GPS data, and field notes. Enters data into the Wilton Rancheria Tribe's database management system.
Oversees contractors engaged by the Wilton Rancheria Tribe for activities in historic preservation and cultural resource management.
Ensures compliance with the National Historic Preservation Act (NHPA), the Archaeological Resources and Protection Act (ARPA), the Antiquities Act of 1906 (AA), the Native American Graves Protection and Repatriation Act (NAGPRA), and the National Environmental Policy Act (NEPA) requirements. Stays abreast of developing / innovative areas of cultural and bio-cultural resource management.
Manages critical data elements such as water rights information, traditional cultural properties, and language development preservation oversight.
Review environmental assessments (EAs) to determine impacts on cultural resources. Collects and documents information for environmental assessment work on Wilton Rancheria Tribal lands.
Tracks and responds to NEPA consultation requests and communicates concerns to appropriate agencies.
Develops and manages annual budget and proposal, including operational plans and objectives.
Secures additional funding and grant monies through grant writing to continue and expand program services.
Develop required narrative, statistical, and financial reports.
Maintains professional and technical knowledge by conducting research, attending relevant training and workshops, and establishing networks with like programs.
Contributes to a team effort and accomplishes related results as required.
Build relationships with other departments to offer cultural knowledge programming (language, crafts, etc.).
Works with the Office of the Chair to advance cultural programs and restore traditions to the Wilton Rancheria community.
Performs other functions and duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of traditional forms of government and tribal customs and traditions.
Knowledge of the functions and structure of Wilton Rancheria.
Knowledge of and ability to interpret applicable laws, regulations, and requirements of the National Historic Preservation Act (NHPA), the Archaeological Resources and Protection Act (ARPA), the Antiquities Act of 1906 (AA), the Native American Graves Protection and Repatriation Act (NAGPRA), and the National Environmental Policy Act (NEPA).
Knowledge of administrative functions' principles and practices, including budgeting, program planning and development, supervision, and training.
Knowledge of proper spelling, grammar, punctuation, and math skills sufficient to carry out duties.
Knowledge of GIS/GPS processes and procedures; skill and ability to apply knowledge to required fieldwork.
Knowledge of and skill in grant opportunities research; to develop relevant information and data for grant applications.
Ability to communicate effectively, both verbally and in writing.
Ability to maintain confidentiality.
Ability to establish and maintain professional relationships with co-workers and others at all levels.
Ability to demonstrate high sensitivity to community issues and concerns.
Ability to facilitate meetings, conferences, and training.
Skill in Word, Excel, Outlook, and software unique to the program.
Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
Skill in preparation of project timelines and staffing plans.
Skill and ability to write informative, accurate, and comprehensive reports, newsletter articles, and other forms of written communications.
Skill and ability to review highly technical documents; determine applicability to the Tribe; formulate appropriate/relevant responses.
Skill in the use of technology and other research processes to keep abreast of the latest trends in the field.
Skill in budget preparation and administration.
Skill in preparing, reviewing, and analyzing operational and financial reports.
QUALIFICATIONS:Bachelor's Degree in Archaeology, Anthropology, or closely related field (preferred).
Five years of progressive management experience in cultural resources, historic preservation, or related field, preferably in a Native American community (required).
A combination of related education and relevant work experience may be considered.
Knowledge of Tribal communities, specifically the Wilton Rancheria Tribal community (required).
Possession of a valid driver's license, transportation, and insurance are required.
Must pass a background security check prior to employment.
Must pass a pre-employment drug screen and random drug tests as requested over course of employment.
Must be able to work evening hours and weekends on occasion.
HIRING PREFERENCE:Among qualified applicants, preference is given to Wilton Rancheria Tribal Members, then to spouses of Wilton Rancheria Tribal Members, and to other Native Americans in accordance with the Indian Preference Act (Title 25, US Code, Section 472 and 473).
