Summary You will serve as a TELECOMMUNICATIONS SPECIALIST in the FORCE COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS, INFORMATION and COMBAT SYSTEMS Department of COMNAVAIRLANT. Responsibilities You will define, develop, and implement current and projected operational mission planning systems network requirements and recommend solutions needed to satisfy them. You will define, develop, implement, and refine general mission planning systems network planning and policy direction in providing direct support to operational units. You will establish or advise on interpretation and application of policies, standards, and procedures for evaluating current and future requirements. You will be the liaison between technical personnel developing detailed design specifications and user activities on problems and delays and resolve such problems and delays. You will draft, review, support preparation and execution of test plans, procedures, and reports for system evaluations. You will engage in staff coordination for changes to plans and programs necessitated by new technology, modified requirements or threat scenarios, or modified prioritizations and funding support. You will coordinate and work with both Command Government Program Manager (CGPM) and Command Government SAP Security Officer (CGSSO) on issues concerning Facility installation and SAP technology. You will assist the Type Wing Information Systems Security Manager (ISSM) with the creation of updated SAP equipment Standard Operating Procedures (SOP). You will assist the Information System Security Officer (ISSO) in the implementation and enforcement of network cybersecurity. You will implement and manage advanced integrated telecommunications technology such as communications methodologies, networking software, communications interfaces, memory, switching, transmitter, receiver, antenna, and other equipment. You will make recommendations to support correction of Fleet, Navy, and Joint mission planning system networking problems, and support development of networking capabilities to support advancements in the mission planning system environment. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats. Experience in telecommunications management activities that typically extend and apply to an entire organization or major components of an organization. Experience in strategic planning, capital planning and investment control, workforce planning, policy and standards development, and resource management. Experience in management, architecture and infrastructure planning and management, auditing, and network security management. Experience with the concepts, principles, practices, laws and precedents that apply to telecommunications architecture and management, Joint Data Networks, and policy planning in network architectures development. Experience in techniques used in industry to develop network architectures and how to integrate data and software applications. Experience with briefing senior leaders is also required as incumbent is expected to make many formal briefings concerning various aspects of assigned network operations and programs. Experience in telecommunications management methods including end-to-end systems performance monitoring. Experience in communicating written and oral instruction, directives, and briefings in authoritative, clear, concise and logical terms for implementing procedures, assigning work assignments and presenting recommendations and conclusions. Experience with Navy and DOD telecommunications management regulations, pamphlets, and other documents and know which guidance is applicable. Experience in conducting independent research, staying abreast in evolving industry methodologies, and attend conferences.
