Essential Job Functions:
The Assistant Chief Deputy Clerk directs, coordinates, and manages the functions of staff of the Clerk's Office's judicial operations, including the four (4) Divisions of Civil, Criminal, Family/Paternity, and Juvenile in Baltimore City Circuit Court. Serving as a member of the Clerk's senior management team, contributing to strategic planning, policy development and to the successful implementation of initiatives.
Essential Duties and Responsibilities:
Establish goals and a reasonable output schedule for the four (4) Divisions of Civil, Criminal, Family/Paternity, and Juvenile.
Direct and supervise the work of the 4 Divisions of Civil, Criminal, Family/Paternity and Juvenile.
As a member of the senior management team, contribute to the development and implementation of short and long-term planning and other office-wide administrative policies and procedures.
In the absence of the Clerk of the Court and Chief Deputy Clerk, act as the Senior Office Manager.
Conduct internal investigations of matters stemming from complaints involving personnel from the 4 Divisions of Civil, Criminal, Family/Paternity and Juvenile.
Plan, develop, and monitor policies and procedures, and work with Managers of each Division to ensure that all staff are kept up to date with changes in policies and procedures as well as government laws that impact the workplace.
Submit/communicate electronic formal requests/notices, on behalf of the Clerk of the Court, to the Administrative Office and/or entire Circuit Court Clerk's Office, for operational efficiencies and/or safety.
Minimum Qualifications:
Education:
Bachelor's degree from an accredited college or university.
Experience:
Seven (7) years of work experience, preferably in court operations, or in the fields of criminal justice, parole and probation, legal or financial services, to include four (4) years in a trial or appellate court of the United States in which three (3) years consisted of supervising court staff.
Note:
Additional court work experience, as defined above, may substitute on a year for year basis for up to four (4) years of the required education.
Knowledge, Skills, and Abilities:
Ability to communicate verbally effectively and professionally and in writing to and with diverse individuals and audiences, and to produce concise, error-free documents and reports.
Ability to organize and lead meetings of employees and others, and to make oral presentations before elected and appointed officials, public and private groups, Court employees and others.
Ability to effectively interact with and supervise diverse populations.
Ability to work independently and have high level interpersonal skills, including the ability to develop and maintain collaborative and professional working relationships with court personnel and the public, and the ability to make decisions based on experience, good judgement, and establish policies and procedures to handle sensitive and confidential situations.
Creativity and ability to conceive and implement innovative approaches to solve problems and meet objectives.
Ability to recognize the need for change and respond with flexibility to changing program demands, propose solutions, and ensure that solutions are implemented.
Strong analytical and organization skills and the ability to function at a high level within a large, complex organization.
Knowledge of common office practices, procedures, and equipment. Proficiency in technology Microsoft Office products, such as Word, Outlook and Excel.
Must have good time-management skills and be highly organized and have the ability to multitask.
Physical Requirements:
Light work.
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
