What You'll DoLeads the project controls cost team in reporting to management and various internal/external stakeholders on progress and performance of the projects. The position will support the team in creating, planning, and facilitating review and approval of project cost reporting, establishing and/or improving processes and procedures and training personnel in the proper use of tools and appropriate cost control practices.

Principle ResponsibilitiesProvides comments and recommendations for cost engineering requirementsPrepares detailed staffing plans for cost engineering activitiesReviews or assists in reviewing change proposal provisions related to cost and material control and develops supporting data for contract negotiationsIdentifies trends and manages the change control programInterfaces with designated management and client counterparts for cost presentationsPrepares and presents cost engineering informationParticipates in developing and presenting training classes and on-the-job training for cost related processes and practicesConducts personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisionsCoordinates information input into studies. Evaluates study results and recommends conclusions for project team consideration and discussionReviews and analyzes comparisons of scope, quantities, performance and cost dataCreates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvementsSupports the creation and/or improvement of processes and/or procedures to support enhanced cost reporting, analysis and performance across the EnterpriseSupervises and supports the compilation of historical dataDevelops timely and competent trend cost estimatesEstablishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identified areas of riskCoordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of cost estimates and controlAssists in developing unit job hour and pricing data, including estimating parameters, factors indices, productivity, and craft distribution reference data, etc., based on analysis of project and industry experiencePerforms data analysis, identifies issues, and makes recommendationsEstablishes productivity basis to be utilized in estimates, as developed in concurrence with ConstructionReviews labor estimates for reasonablenessDefines project needs for cost control in accordance with contractual requirements, objectives, and proceduresSupports the timely and competent performance of cost control activitiesSupports cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistencySupports the management of multiple subcontracts including support to award, continuing analysis and performance reporting, subcontract payments, etc

Bachelor's degree: Minimum 7 years of relevant experience. Minimum 3years of supervisory/management experience.Fifteen years of relevant education, progressiveexperience/training may be used in lieu of a degree. Minimum 3 years of supervisory/management experience.

Advanced level knowledge and work experience with ANSI 748 compliant Earned Value Management System on a DOE projectKnowledge of establishing and implementing engineering, procurement, subcontract management, material and craft performance methods and reportingProficiency with cost processor softwareKnowledge of supervision, personnel administration, and training of technical and non-technical personnelDemonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products with minimal supervision using a high level of professional judgment and knowledgeSkilled in oral and written communicationKnowledge of engineering, subcontract and construction management is customarily acquired over time through specialized instruction or practical experienceAdvanced proficiency with Microsoft Excel data analysis functionsExperience in Project Controls with an advanced level understanding of Project Controls general technical skills and toolsExperience with change management such as baseline change proposals and trendingFlexibility to respond to urgent project requests and/or changing prioritiesExperience in multiple Project Controls roles and disciplines or other functions
