To represent Caterpillar's interests on important federal and international public policy issues before Congress, the Administration and diplomatic officials to advocate on top business priorities.What You Will Do:This position will advocate for Caterpillar’s interests on a variety of issues before federal and international governmental entities. The position represents the company with business, industry, and trade groups in shaping and influencing public policy. The manager has responsibility for a specific “portfolio” of issues including trade (trade agreements, customs, tariffs) and other international policy. Other policy issues may be added and shifted depending on the legislative agenda and business needs. The position is one of the key members of Caterpillar’s International and Federal Governmental Affairs team. The incumbent must:Possess strong leadership and communications skills to collaborate on policy development and priority setting with the business and advocacy expertise to work with key external government stakeholders on trade and international policy and legislative issues.Identify emerging legislative and executive branch actions and issues/policy trends which could affect our corporate objectives and provide deep policy expertise and strategic thinking on how to best approach and navigate challenges and opportunities.Develop long-term relationships with key governmental leaders and staff in support of our corporate objectives to seek opportunities and mitigate risks that may negatively impact the company.Develop relationships and serve as the liaison with coalitions and associations composed of companies with similar interests and viewpoints as Caterpillar on important matters.Collaborate with the business and serve as a resource on the external policy environment and coordinate input on key messages to stakeholders for Caterpillar. By establishing working relationships, the manager will provide advice/counsel on key issues and political matters; represent business unit/enterprise interests before policymakers and be lead advocate for same.Provide insights to the Governmental Affairs team on political campaigns and elections, particularly in regard to any company (PAC) support or involvement.Provide advice, counsel and support to senior management, including the Executive Office, on high priority issues within their issue portfolio.On an ongoing basis, the incumbent is called upon to directly serve senior managers and the Executive Office, advising on policy issues and opportunities. The incumbent may serve as a company-wide resource on a highly specialized area or serve multiple units in a broader functional area and assist senior management in interpreting and using information provided by providing briefings and timely updates and reports.As this position will interact with policymakers and government officials, the incumbent must at all times maintain Caterpillar’s reputation for honesty, integrity and excellence. The incumbent plays a major role in maintaining the reputation of the company before members of government and will serve as company representative with business councils, embassies, federal agencies and other key stakeholders.What You Have:Education/Experience:

The position requires a college or university degree and 8-12 years of job-related experienceGovernment Affairs Management:

Candidates for this position should have a trade and international policy background, previous work experience in Congress/Administration, trade association or other related experience with knowledge of federal legislative and political process and experience and other priority policy issues.Effective Communications:

Must be a strong advocate for company positions, possessing excellent verbal and written communication and interpersonal skills.Resource Management:

Ability to manage multiple projects with minimal supervision and strong strategic skills.Decision Making and Critical Thinking:
