Human Resource Manager I - SES – 70047284

This advertisement is for a SES (Selected Exempt Service) position located at Central Office in Security Recruitment.

Salary: $63,944.14 - $65,431.08 Annual Range

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

SPECIFIC DUTIES & RESPONSIBILITIES:

This is a highly specialized and responsible position in the Office of Human Resources. This position assists the Human Resource Manager-B by developing, implementing, administering and monitoring the following program areas: Correctional Officer recruitment and Correctional Probation Officer recruitment. This position independently performs a variety of professional duties involving aspects of the recruitment process in the Office of Human Resources; and serves as a subject matter expert.

Serves as the subject matter expert and assists the HR Manager A with overseeing the security processing for applicants selected to fill vacancies for all institutions statewide.

Directs the workflow of Regional Team Leads who are responsible for workflow and final review of applicants recommended for hire ensuring requirements set by the Criminal Justice Standards and Training Commission (CJSTC) are met prior to employment for all certified positions and that required documentation of such compliance is placed in the personnel file. Ensures Equal Employment Opportunity (EEO) standards are followed.

Evaluates, interprets, and implements personnel rules and procedures relating to recruitment and ensures that institutions and recruitment staff are provided with up-to-date information on all changes.

Monitors workflow, ensuring selection/recruitment packages are completed in compliance with procedures, required documentation is obtained, and all hires are properly approved. Monitors affirmative action goals to ensure compliance with procedures and statutes.

Provides guidance and support to Human Resource staff processing applications and conducting background investigations.

Participates in training for institutional, regional, and centralized recruitment office staff. Prepares rehire and criminal record review documents for the regional interview team to make a final decision. Maintains the backlog of applicants ready for hire by institution.

Obtains a position number from the regional personnel offices when positions are to be filled, prepares Personnel Action Requests (PAR) and acquire appropriate authorization, arranges a report date with the applicant, and prepares and sends an appointment letter for new recruits.

Utilizes various computer programs used by the Department of Corrections, including but not limited to People First, SharePoint, PATS, CDC, FAST, DAVID, ATMS, CCIS, Sterlingcheck, and various work processing, database, and spreadsheet applications.

Compiles and maintains reports relating to recruitment activities, training academies, and other information. Provides data and activity reports for assigned facilities.

Provides directions and guidance to Security Processing in the Centralized Recruitment Center. Provides assistance and guidance to internal and external stakeholders. Develops and implements personnel policies and procedures for the department as required.

Serves as a public relations representative by promoting a better understanding of the Department of Corrections as an employer with promotional opportunities. Provides guidance for institutional and recruitment staff, monitors recruitment activities, and collects data for management activities, and provides reports and program analysis to management.

Assists in the development of training for the Recruitment Security Processing Team members as required. Serves as a backup to coworkers and Manager during absences, as needed. Assist in special duties and additional projects, as needed.

REQUIRED QUALIFICATIONS:

Two (2) year of Recruitment and Selection experience.

One (1) year in a team leadership role.

PREFERRED QUALIFICATIONS:

Experience developing process improvements, work flows and/or performance measures.
