Duties and Responsibilities
Employee Relations is an essential component to fulfilling the mission of being a professional and dedicated workforce supported by an environment that promotes fairness, satisfaction and accountability. The Bureau of Personnel Services’ Office of Employee Relations (OER) plays a critical role in this and functions as a consultative resource for employees, supervisors and managers, as well as a bridge between individual employees and their managers. This focus encompasses a wide range of workplace issues including discrimination and harassment, performance and behavior issues, policy interpretation and application, grievances, attendance and leave administration, and personal matters that affect job performance. As a Personnel Services Specialist on the OER team, you will be responsible for advising and counseling managers, supervisors and employees regarding agency policy and defining employee rights and management authority, providing recommendations on how to take supportable performance-based actions and ensuring that discipline practices are administered with consistency, maintaining and updating cases on the Employee Relations Tracking System (ERTS) and preparing OER statistical reports, reviewing and processing FMLA and FSWP requests to include determining FMLA/FSWP eligibility and compliance with federal law, and assist the Attendance & Leave Office with timesheet audits.

Be a strong communicator; utilizing active listening skills to ensure understanding, as well as excellent oral and written communication skills to effectively articulate and convey complex information so that it is readily understandable.

Be solution oriented with the ability to use critical thinking, judgment and discretion to synthesize information from a variety of sources, understand and identify root causes of a situation, apply a comprehensive knowledge of employment laws and procedures, and make sound decisions and effective recommendations.
Possess a strong work ethic and drive to move things forward under their own initiative. Approach work with a sense of commitment, urgency and personal accountability.
Be able to effectively organize and manage a busy workload while remaining flexible and able to effectively incorporate changing priorities or conditions.
Preferred Qualifications
Preference will also be given to applicants who have experience with:
Professional experience within the field of human resources.
Experience documenting discussions or incidents, or documenting information obtained while conducting assessments, investigations or research.
Experience preparing comprehensive and complex reports to include providing written summaries or analyses.
Experience providing guidance related to law, policy and procedure.
Experience working with sensitive and confidential information.
Job Related Requirements
The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

The elements of the selection process may include a skill assessment and/or oral interview.
Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
