Position Summary:The District of Columbia Hospital Association has, for almost 45 years, worked to advance the missions of the hospitals and health systems of the District of Columbia by promoting policies and initiatives that strengthen the system of care, preserve access and promote better health outcomes for the patients and communities they serve. The role of the Senior Program Manager, Emergency Management is to lead and coordinate the important work of the Association and its members surrounding emergency preparedness and response. The Senior Program Manager will work with Association leadership and staff, in coordination with District agencies to identify and execute opportunities to build member value by strengthening existing plans, policies and procedures, supporting training and exercises related to emergency management and preparedness.The Senior Program Manager, Emergency Management will achieve success by:Delivering high quality customer service to member hospitals and District stakeholders.Garnering the respect of the Association’s leaders and the members’ emergency management teams, health and medical coalition, and necessary administrative project champions and staff.Developing proactive processes for monitoring issues important to assigned projects and identify potential challenges or gaps that will impact the ability for member hospitals to respond to emergency events.Being a collaborative partner with the Association’s leadership and members to develop proactive strategies and responses to facilitate project goals and objectives.Demonstrating a “can-do” approach and sense of ownership on Association-wide projects as a member of a small team where “it’s not my job” is not an option.Essential Duties and Responsibilities:Lead Emergency Preparedness Programs Within the AssociationServe as the DCHA’s preparedness association liaison with the DC Health and the DC Health and Medical Coalition, serving on and leading relevant committees (including but not limited to training, exercise, planning, and response).Support the Emergency Management Committee within the Association through agenda management and coordination with committee members and appointed chair(s).Coordinate annual Hazard Vulnerability Analysis in coordination with DC Health partners.Annually review DCHA Critical Vendor Analysis to identify opportunities to develop plans, enhance resiliency and improve response functions.Regular review of resources and support tools for member hospitals emergency managers or management teams (e.g. DCHA Emergency Management Orientation Manual, DCHA Utility Playbook).Oversee the development of workplans for the association’s emergency preparedness efforts including those related to grant awards.Identify and seek additional funding to support program operations.Develop knowledge and expertise of emergency management resources in the District and serve as an administrator where appropriate with the agreement of DC Health or the relevant government partner. This includes EMResource and Everbridge Health Information System.Develop and Support Emergency Management Improvement ProjectsUnderstand the emergency lifecycle (planning, mitigation, response and recovery) and the impacts of human and made and natural threats on hospital operations.Identify and use evidence-based performance improvement techniques to facilitate collaborative improvement and evaluate success for emergency management efforts with an all hazards lens.Assess the status of adoption of changes, describe barriers to adoption, and develop measures to overcome barriers.Communicate performance improvement priorities and results using visual tools such as scorecards, dashboards, and work plans in partnership with members and association colleagues.Develop project plans ensuring identification of stakeholders, executive sponsors, and alignment with the goals and priorities of the organization.Coordinate the people and resources to execute the activities of assigned projects using a variety of change management and team facilitation methods.Technical AssistanceStaff District Emergency Operations Center/DC Health HECC, as requested, when activated for all hazards emergency response on behalf of hospitals to support strategic planning, data collection, resource requests and message development.Facilitate between member hospitals and essential partners for coordination of assigned initiatives and priorities.Work with government partners to provide technical assistance related to programs and services (e.g. EMResource/EverBridge/HMARS).Convene workgroups and committees to address and collectively identify solutions to issues related to emergency management.Collaborate with external organizations and members to drive collective response to immediate and long-term needs identified by regulatory entities.Support member hospital regulatory requirements to ensure compliance and corrective action tasks are completed on time and delivered in a high-quality manner.Facilitate training needs and provide education to support members emergency management programs and knowledge of industry innovations and evidence-based practices.Provide administrative support and engagement including agenda setting, planning, and associated communications.QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.Education & ExperienceBachelor’s Degree in Public Health, Public Administration, Emergency Management, or related field. A minimum of 3-5 years of experience in a health care or emergency management policy.Experience with emergency management programs is required.Experience as an improvement team or collaborative committee leader and facilitator.Training, exercise and evaluation experience preferred.Incident Command Systems courses: 100, 200, 700, and 800.Skills & AbilitiesAbility to coordinate basic project tasksBasic understanding of statistical techniquesAbility to facilitate large and small meetings to achieve resultsExcellent communication skills (listening, writing, and speaking)Proficient in Microsoft Word, Excel and PowerPointSkills in establishing and maintaining relationships with stakeholdersStrong leadership and motivation skillsStrong skills in collaborationStrong sense of personal and professional integrityPhysical Demands and Work EnvironmentThe physical demands and work environment described below represent the activities and surroundings of the positions. This position is hybrid (in-office/telework) and is required to report to the office a minimum of at least 50% a pay period with in-person presence above that as the position requires certain weeks.The work is typically performed in an office environment, with a moderate noise level. The position also requires incumbent has an adequate off-site office environment for remote work. The employee is frequently required to talk and hear on the telephone and in person with individuals and groups. The incumbent may carry materials/equipment weighing up to 25 lbs. on occasion. The incumbent is required to read and respond to documents in hard copy and electronic form.
