Title: Manager Aviation Safety, Quality and Security
The primary purpose of this role is daily and strategic oversight of all PTFI vendor aviation safety, quality management and security standards and stewardship of PTFI aviation safety and security risk ratings. Secondary purposes include leadership of facilities-related SMS and SeMS, regulatory and quality HazMat management, action on recurring flight security risk assessments and training and oversight of vendor aviation quality standard daily routine.Additional Responsibilities:Manage safety, quality, and security actions in support of aviation department and PTFI vision and goals while leading contract aviation safety officers to meet PTFI aviation On Time Performance goals. Espousing all the highest standards of Aviation in PTFI, a champion of PTFI Safety, Quality and Security.Manage and improve bridge between aviation SMS, company FRESH standards and e-FRM while maintaining direct and open channels with FCX safety and aviation leadership.Define, measure, analyze, improve, and control all aspects of PTFI aviation safety, quality management and security experience including but not limited to flight operations, continuing airworthiness, OH&S, and airport services while improving key performance indicators.Define, promote, and demonstrate application of PTFI corporate safety cultures in aviation. Work with all aviation managers to draft, measure and ensure compliance with company Safety Management System and ISO 45001 Quality leadership goals. Plan and execute scheduled and unscheduled safety and quality audits of vendor aviation maintenance and operations practices to ensure compliance.Actively lead and participate in company emergency preparedness and response, and accident investigation teams.Daily review / approval of Aviation Risk Assessments and processes (Baldwin). Train and promote highest standards in all assigned safety, quality and security personnel and direct reports. Complete annual safety, quality, and security risk assessments for review by executive leadership or as required.Work with PTFI Manager Aviation Technical Standards to promote quality aspects of near- and long-term maintenance production goals on and off the job site, Steward quality management systems (QMS) in all aspects of the broad PTFI aviation program. Oversee, monitor, and audit safety-critical aviation maintenance programs including but not limited to tool control, aviation maintenance and material control, quarantine, TBO and regulatory documentation.Work with offsite FW and on site RW and UAS programs to promote flight operations quality assurance and necessary reporting and learning cultures while taking a leadership role with vendor companies in FOQA, LOSA, VOSA and confidential aviation safety reporting programs.Subject matter expert on regional and international regulatory and commercial quality standards and best practices for aviation safety implementation. Lead cultural change process in accordance with ISO 45001 safety and other ISO standards defined in PTFI strategic objectives.Maintain necessary strategic relationships with DGCA, ICAO and other regulatory bodies (CAA, CASA, EASA etc.) and promote industry best practices.Work with Manager Aviation Program to ensure all operators produce accurate and timely recurring safety and quality audits while serving as a project manager for safety, quality management and security-related projects.Serve as a member of the PTFI lowlands emergency management team by taking leadership in organizing and rehearsing Aviation emergency / mishap training and rehearsals. Maintain and practice PTFI aviation emergency response plans (ERP) and oversee audits and timely ERP drills by aviation vendors.Work with site Security Risk Management (SRM) team to ensure security assessment practices are aligned with organizational risk tolerance while increasing overall airfield and aviation security capabilities.Perform other duties as required or directed by Aviation Manager as part of the Aviation Management Team.QualificationsBachelor’s degree in an Aviation, Engineering, Science, Business, or related field and / or holder of a pilots or engineering license for more than seven (7) years.Seven (7) or more years managing commercial aviation operations, logistics, continuing airworthiness (or repair station), maintenance material control (stores), MRO or OEM maintenance management, or other related non-safety management role.Five (5) or more years managing at least one function in safety or quality management systems.Practical working knowledge of at least one safety management systems software.Practical experience delivering an organizational certification in at least one ISO quality standard.Thorough understanding of Aviation Composite Risk management.Expert knowledge of ICAO Safety standards and Aviation emergency management procedures.Working knowledge of GOI Air Law, DGCA Regulations, and relevant requirements of SMS applicable to an air operating certificate.A depth of working knowledge of quality management standards and qualification process, preferably ISO 9001, 14001 and 45001.Working experience with some of the following: MS Office Excel, Word and PowerPoint, SharePoint, Teams, Power BI, Task Manager.Working leadership-level experience with an Aviation SMS software, preferably SMSPro, Baldwin, or Vistair.Knowledge of operations and maintenance data analysis and improvement programs.
