Performs highly advanced and complex project management work and provides guidance and direction in project and program oversight. Manages alternative delivery projects in multiple functional areas. Oversees and administers the implementation, maintenance, and materials aspects of alternative delivery projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Reports to the Implementation and Maintenance Section Director. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Coordinates and communicates with FHWA, districts, divisions and administration on project issues and recommends resolutions.Develops, recommends and/or interprets policies and procedures regarding projects or program activities.Ensures contract administration and oversight of design-build projects is achieved.Oversees and develops plans for highly complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.Performs alternative delivery contract administration to include contract interpretation, compliance monitoring, analysis and problem and dispute resolution.Performs site visits to oversee and monitor construction and traffic control projects.Prepares and makes presentations.Prepares sensitive and high-level correspondence and technical reports.Provides project updates and decision items to the Section Director, Division Director, or Executive Management.Responsible for the timely response of project issues, conflicts, requests for Information and other documents submitted by the district.Reviews change orders and supplemental agreements.Performs other job responsibilities as assigned.Minimum Qualifications:Education : Bachelor's Degree in Engineering, Construction Science, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis.

Related graduate level education may be substituted for experience on a year per year basis.Licenses and Certifications : Valid driver’s license.
