Oversees the Department's Value Engineering (VE) Program. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines pertaining to VE Studies. Work requires contact with governmental officials, private entities and/or contractors. Duties also include serving as the Department VE spokesperson, preparing and giving presentations and extensive communication with TxDOT Districts and FHWA. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assure coordination and approvals through FHWA.Directs, develops, and evaluates projects using accepted project management methodologies.Evaluates and assesses business process improvement initiatives performed by others.Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.Serves a coaching and leadership role for junior project managers.Serves as a liaison and division contact in area of expertise and represents division at state and local level.Trains professional and technical staff.Works with Federal Highway Administration representatives to ensure compliance with regulations.Performs other job responsibilities as assigned.Minimum Qualifications:Education:Bachelor's Degree in a related discipline.Relevant experience may be substituted for education on a year per year basis.Experience:6 years construction project management; project management, process engineering and/or business process improvement methodologies.Experience can be satisfied by full time or prorated part time equivalent.Licenses and Certifications:Valid driver’s license. This position requires driving a state vehicle.Safety Impact Certificate.Preferred Qualifications:

Project Management Professional (PMP).Competencies:Project Management best practices.Process improvement methodologies.Applicable plans, specifications and estimates preparation, review, processing and compliance requirements.Project Delivery Process.Contract development and oversight.Public relations for maintaining effective working relationships with individuals and groups, both internal and external.Project management monitoring.Analyze complex information and develop plans to address identified issues.Identify project risks and gaps.Follow applicable safety standards, practices and procedures.Developing and giving presentations.Physical Requirements and Working Conditions:Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.Standing-prolonged periods of time.Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.Conditions of Employment:This job has been identified as physically demanding and will require a pre-employment physical.Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
