Job DescriptionThis position is paired between the following departments: Office of Human Resources 0.5FTE/Food & Nutrition Services 0.5FTE. The position is posted online at both departments. Director of Central Staffing and Assistant Director of Human ResourcesDistrict & Department Overview:Founded in 1647, Boston Public Schools (BPS) is the oldest public school district in the country. With approximately 49,000 students from over 114 different countries, nearly 8,000 employees, and an annual budget of $973 million, the BPS is the largest district in Massachusetts and one of the most diverse as well.Currently BPS has 125 schools with two different food service delivery models. The majority of schools have full service kitchens with a full time cafeteria manager and subordinate staff. The remaining schools and programs are satellite sites receiving meals from an outside vendor, contracted by BPS. The district serves approximately 17,000 breakfasts, 25,000 lunches, and 2,100 after school meals per day. During the summer months BPS serves roughly 22,000 meals at sites all over the city. BPS has been approved for the Community Eligibility Provision (CEP); which enables the district to provide free meals to all Boston students.General Description:The Human Resources Manager works within the Office of Human Capital and Food & Nutrition Services (FNS) departments to provide FNS with full functioning HR support. The HR Manager creates and oversees the implementation of all human resources processes and procedures related to recruiting, hiring and staffing for FNS to assure well-run operations. Under the supervision of the Director of Central Staffing, using appropriate technology, the HR Manager will support department staffing needs, including, but not limited to recruitment, screening, selection, onboarding, and transfers. Under the supervision of the Assistant Director of Human Resources, the HR Manager will be responsible for processing personnel transactions and maintaining employee records for all FNS employees, as well as proactively assess staffing and performance needs and implement actions that effectively develop and leverage organizational talent for all FNS positions.The HR Manager will be expected to complete a high volume of transactional processes, own a high volume working group and must be able to form tight working relationships with district leaders. This is a self-directed role, and demonstrates independence and initiative. The candidate will be required to handle confidential and time sensitive information, often working with tight deadlines.Responsibilities:Staffing Functions:
Own all hiring related transactional processing for the FNS department for the regular school year and summer programming; processing employees to fill budgeted vacancies according to hiring decisions, collective bargaining contracts, and state and city qualifications; Manages hiring process for substitute workers.Manage the processing of all documents regarding the hiring, assignments, returns from leave and transfer for employees.Manage the employment agreement (EAE) contracts for FNS.Maintain FNS job descriptions and post vacant positions.Manage and conduct all FNS position recruitment and hiring during the annual peak hiring season and throughout the school year.In collaboration with the Recruitment team, implement a streamlined recruiting and onboarding process for cooks and all department vacancies.Support FNS hiring job fairs.Review resumes, perform interviews and reference checks.Validate I-9 documentation in accordance to Federal guidelines.Collaboratively develop and facilitate new employee onboarding (e.g. Welcome Sessions).Provide technical support to hiring managers in FNS on district policy and state/federal laws governing hiring practices.QUALIFICATIONS - REQUIRED:1-3 years of professional experience in Human Resources or related field.Experience with full-cycle recruitment and facilitating new hire orientation.Familiarity with unionized workforce.Robust and creative problem-solving skills with the ability to act decisively.Ability to multitask and meet important deadlines.Excellent verbal and written communication skills.Strong interpersonal skills.Ability to work collaboratively.Knowledge of Federal, state, and local employment law (e.g., FMLA, FLSA, ADA).Terms:
