Why does the job exist?

The Motor Vehicle Bureau Chief will administer and enforce, with fairness warranting the public's confidence, New Mexico's motor vehicle code through a system that efficiently and securely delivers quality customer service.

This position will be responsible for the day-to-day performance of Field Offices in their respective zones of MVD's field operations and for implementing validated best practices and process assessment/improvement tools; improving (or once improved, sustaining) field office overall visit time, customer satisfaction; developing key in-process and outcome performance measures for operating groups; assessing/quantifying performance and initiating performance sustainability and/or improvement; assessing/quantifying staff engagement and staff development; assessing/optimizing staff capability and capacity with respect to identifying processes that are beyond capacity and those which have excess capacity, creating synergy and harmony in operations within their zone.

MVD Bureau Chief is a senior level management job and expected to demonstrate the ability to manage processes and people, to work corroboratively and in harmony with management, supervisor, and staff, to operate with professionalism while leading by example, and to be expeditious in achieving results.

How does it get done?

This position will be responsible for the following duties:

* Manage field office processes to provide efficient workflow and expected customer service.* Coordinate staff to provide deliverables to the motoring public.* Use statistical analysis to identify performance enhancements.* Work closely with Executive Team on major improvement initiatives.* Mentor employees on individual growth and capabilities.* Improve performance wait times and transaction times.

Who are the customers?

This position serves New Mexico citizens, internal customers, additional state agencies, and out of state customers transacting vehicle and drive related business with the New Mexico Vehicle Division.

Ideal Candidate

The Ideal Candidate will have experience in:

* Providing customer service, assessing customer needs and the quality standards for providing services* Developing and implementation of a strategic plan* Establishing, managing and implementing workflow processes* Managing and identifying Key Performance Indicators (KPI) and producing analytical reports to reflect results* Managing and supervising personnel

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will designate that a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required. Must be able to lift 25 lbs. This position is required travel of at least 70% to visit associated field office in the zone.
