Why does the job exist?
This position provides oversight and management to the Administrative Services Division of the New Mexico Department of Justice covering all aspects related to writing and managing contracts and grants, conducting periodic reviews, performing data analysis, providing customer service to internal and external customers. This position will provide expert guidance to leadership on best practices directly related to contracts and grants. This position will be responsible for all procurement as the Agency Designated Chief Procurement Officer (CPO).
How does it get done?
The key responsibilities of this position include, but are not limited to:
- Agency Chief Procurement Officer, make determinations, control all aspects of procurement for the Agency;- Preparing contractual agreements, which involves developing Scopes of Work and all relevant supporting documentation required by oversight agencies;- Negotiating and routing contracts for review and approval;- Creating and managing contracts within the SHARE Accounting System.- Preparing Grant submissions, which involves collaboration with program staff to establish a fully developed grant packet submission.- Grants management and accounting, which includes maintaining detailed budget status report for all grants, monthly, quarterly and annual reporting as required by each grant
Additional responsibilities include developing policies/procedures around procurement, contracts and grants and collaborating with training to develop easy to use training tools for both internal and external customer use.

Ideal Candidate
- Advanced knowledge and experience with the New Mexico Procurement Code;- Advanced knowledge and experience with Grants Management and federal grant requirements;- Advanced experience navigating the Department of Finance and Administration, General Services Department, and Department of Information Technology requirements;- Exceptional attention to detail and strong organizational skills;- Ability to thrive in a demanding and fast-paced work environment;- Excellent written and verbal communication skills;- Proven ability to collaborate effectively in a team setting;- Advanced experience using the SHARE Accounting system.- CPO Certified- Extensive customer service experience.
Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing.

Employment Requirements
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment as some statewide travel maybe required. Employment is subject to criminal background check and is conditional pending results of criminal background check. Be of good moral character and not have been convicted of a felony offense by a court of this state, any other state or the United States.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting, including during public meetings and hearings. Must be able to lift 25 lbs, and some sitting, standing, bending and reaching may be required. Some occasional travel, including overnight travel, may be required in and out of state.
