The Lead Program Manager role partners with engineering teams, technical designers, and procurement professionals to lead the design and development of new or changing engineering projects and programs using Waterfall methodology. As a lead-level professional with extensive knowledge and significant experience with engineering design principles, practices, and methodologies, the incumbent works closely with key stakeholders across the organization, contractors, and project management teams. The incumbent in this role is responsible for planning and supervising technical, operational, and financial activities related to engineering projects and programs. They ensure compliance with contractual commitments and assess the technical and project design teams, as well as evaluate and implement new design strategies and technologies. This role requires excellent technical expertise, project management skills, and collaboration abilities to work effectively with cross-functional teams. The incumbent will be responsible for leading the successful completion of engineering projects and programs and ensuring they have a positive impact on the organization.Job duties include contact with other employees and access confidential and proprietary information and/or other items of value, and such access may be supervised or unsupervised. The Company therefore has determined that a review of criminal history is necessary to protect the business and its operations and reputation and is necessary to protect the safety of the Company's staff, employees, and business relationships.Implement project/program milestones, timelines, project plans, team structure, and budgetProvide guidance and leadership to the team on project/program objectives, work plans, budgets, schedules, and performance criteria with a focus on achieving strategic goalsEnsure engineering, technical, and procurement activities align with project/program goals and objectivesDevelop and implement strategies to establish clear communication channels and processes between external stakeholders and the project teamCoordinate and collaborate with cross-functional teams to ensure alignment with strategic goals, and proactively identify and implement solutions to resolve roadblocksOwn project/program budgets, costs, and financial commitments at a strategic level and make recommendations for optimizationEstablish a robust framework to ensure compliance related to contract agreements, technical specifications, and industry standardsEnsure the quality of project/program reports shared with stakeholders and provide strategic recommendations for improvementDetermine what constitutes as risks, issues, and roadblocks, and escalate when necessary to high-level stakeholders, as well as provide strategic recommendationsOversee the practices, tools, and methodologies deployed for the project/programEstablish a culture of continuous improvement, innovation, and strategic thinking in the design and execution of projects/programs, while encouraging continuous feedback from team

EducationRequiredBachelor's degree in IT, or Project Management, or Project Management, or in lieu of a degree, at least 9 years of experience in software development or software release management

PreferredCertified Project Management Professional (PMP)

Knowledge and ExperienceRequired6-8 years of experience in IT project and program management rolesExpertise in leading teams, managing stakeholders, and experience working in complex, cross-functional environmentExtensive knowledge of project management methodologies, tools, and industry best practicesProven experience in procurement processes and contract managementExcellent analytical, organizational, and problem-solving skillsExcellent financial and budget management capabilitiesExceptional interpersonal and communication abilities for collaboration with cross-functional teams and stakeholdersAbility to multi-task, prioritize, and manage time efficiently

PreferredOwn and drive end to end execution and delivery of Large-Scale Integrated Business Solution Implementation/Deployments (Including Oracle Cloud and all other boundary applications).Drive for identification and mobilization of resources for all adoption phases. Manage Scoping and Staffing for Deployments.Address organizational barriers hindering the Adoption's entity success. Co-manage the adoption activities with Site Cluster leads. Drive, track and report progress in all phases of implementations.
