Job Summary

The Senior Manager, Major Programs is entrusted with the pivotal role of developing, executing, and optimizing comprehensive strategies for project operations across Cemex US Supply Chain. This role focuses on advancing the company’s strategic objectives through the effective development and management of large-scale projects. The Senior Manager, Major Programs collaborates extensively with cross-functional teams to ensure projects align with corporate goals and are executed efficiently, within budget, and on schedule.

This role reports directly to the Vice President, Supply Chain Strategy & Major Programs with (6) direct reports (technical team: operations, electrical, and mechanical, project management).

In addition to direct management of the project management team, this leader must effectively coordinate with CX US Planning, GES, Legal and Communications teams as well as where applicable the Global Planning, Global Operations & Technology (G&OT), and Global Supply Chain teams.

Strategic Project Oversight:

Provides leadership in the development and implementation of strategic project plans, ensuring they align with long-term business objectives. Manages project scopes, schedules, and budgets meticulously to maximize outcomes and resource utilization.

Collaborative Leadership:

Acts as the liaison between various stakeholders, including senior management, project teams, and external partners. Facilitates cohesive and productive interactions to drive project success.

Resource and Financial Management:

Directs the allocation of resources and manages financial aspects of the Supply Chain projects. Implements cost-saving measures and oversees budget compliance to ensure financial health and project profitability.

Risk and Compliance Oversight:

Identifies potential risks associated with project activities and develops mitigation strategies. Ensures all projects comply with local, state, and federal regulations and adheres to company policies.

Quality Assurance and Innovation:

Upholds high standards of quality across all project phases. Champions innovation by integrating advanced technologies and processes to enhance operational efficiency.

Qualifications

Safety Compliance: Knowledge of core safety principles and demonstrated commitment to safety and well-being. Extensive experience in promoting safety through leadership and influence with contractors and suppliers across daily activities and overall project execution.

Experience: At least 15 years of relevant experience in supply chain project management and maintenance, with a proven track record of leading successful projects in a complex organizational setting.

Education: Bachelor’s degree in Engineering, Business, Supply Chain Management, or a related field. Master’s degree preferred.

Certifications: Certification in Project Management (e.g., PMP, Maintenance,) is desirable.

Travel Requirements: Able to travel frequently to various project locations as needed; anticipated travel ~40 – 50%.

Environmental Exposure: May be exposed to varying environmental conditions during site visits and project oversight.

Languages: Bilingual (English/Spanish) a plus.

Financial Oversight: Possesses deep financial knowledge, adept at business cases, budgeting, forecasting, and maximizing financial resources within projects.

Leadership and Communication: Exceptional leadership qualities, with strong verbal and written communication skills to effectively manage, motivate, and influence diverse teams and stakeholders.

Adaptability: Flexible and adaptable, able to respond swiftly to changing project requirements and business needs.

Stakeholder Management: Adept at managing multiple, diverse stakeholders from both internal Cemex and a wide range of external contractors and suppliers, in a disciplined manner while fostering collaboration and relationships.

Working Conditions

Individual must be capable, comfortable, and eager to visit and spend time in the field in our terminal and cement operations, as well as sites/operations of our internal and/or external customers.

Physical Requirements

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
