Summary
Performs a variety of technical and administrative duties related to the oversight and management of the Bexar County Fixed Asset Program. Evaluates and monitors complex transactions associated with the provision, accounting, and disposal of County Fixed Assets. Acts as liaison between county managers, department heads, multiple outside agencies and other county staff and the community as required.
Duties and Responsibilities
Participates in the planning and implementation of the county fixed asset compliance programInterprets policies, rules, codes and regulations to ensure compliance with various regulations such as the County Purchasing Act, Texas Department of Transportation Policies and Procedure, Generally Accepted Accounting Principles (GAAP), and the Government Accounting Standards Board (GASB) Rule 34Develops and monitors fixed asset program guidelines, procedures and policiesMaintains County's Fixed Asset application files (63,500 records) in the County's fixed asset system (SAGE) in accordance with applicable statutes and financial reporting requirementsWorks closely with project managers, department heads, multiple outside agencies and other county staff to review asset requirements; establishes procedures for monitoring fixed asset compliance issues and to ensure their needs and interest are satisfiedFacilitates the reconciliation of fixed asset-related audit findings between the County Auditor's Office's audit function and user department inventories; reconciles fixed asset inventories to the County's general ledger accounting systemConducts ongoing, annual physical inventories of all County departments to assure County compliance with statutory mandated reporting; reviews and investigates non-compliance issues, write summaries, recommends and present solutions; researches and aid in the resolution of complex fixed asset accounting and reporting issuesSupervises the Fixed Asset Specialists in the development of schedules and priorities in the receipt, transfer, relocation, disposal and inventory control of all assets stored in the CountyDevelops and oversees the County's program for disposal of surplus salvage property; coordinates and schedules all auction-related activities; oversees auction and verifies proceed for deposit into County TreasuryAnalyzes data, prepares, distributes and presents fixed asset and inventory control reports as required by county managers, department heads, multiple outside agencies, Commissioners' Court, other county staff and the general publicPerforms other duties as requiredMinimum Qualifications
High School or General Education Development (GED) certificate, and five (5) years' experience in supply, purchasing and inventory control; or an equivalent combination of education and experienceKnowledge of inventory management, including warehousing procedures, recordkeeping and reporting of procurement practices and proceduresSkill in management and supervisory principles, practices and techniques; skill in supervising others, problem solving and decision-making, maintaining accurate records, verbal and written communication and operation of modern office equipmentAbility to train and supervise office personnel, plan, assign, motivate and coordinate work of support staff to achieve specific service objectives; ability to exercise independent judgment; ability to establish and maintain effective working relationships with departmental clientele, multiple outside agencies, other county staff and officials and the publicMust possess and maintain a valid Texas driver's license, motor vehicle liability insurance and personal injury insuranceMust have available transportation during entire workdayMust secure and maintain a pre-employment physical and a pre-employment drug screen testMust secure and maintain a favorable background checkMay be required to work more than 40 hours during the workweekWorking Environment and Physical Demands:
