DefinitionUnder general supervision of the Community Manager, plans, directs, and manages administrative functions for budgets and records, self-governance, contracts and grants, Council, Administrative secretarial staff support, food services and Veteran Affairs. Manages and oversees policy development and oversight for the entire organization. Monitors staff work performance and seeks out and identifies ways to improve overall work efficiencies and customer service.
This will be treated as an FLSA Exempt position.

Examples of Tasks
Manages and oversees administration oversight for the entire SRPMIC tribal government. Responsible for reviewing, re-drafting, editing and publishing of organizational-wide policies and procedures. Organizes and schedules committees to assist with policy development and revisions. Coordinates the publishing and dissemination of newly approved policies within the organization.
Oversees Council secretarial staff and the accurate and timely publication of Council minutes, resolutions, and Community ordinances. Monitors and ensures the proper filing, retention, and easy retrieval of Council minutes, resolutions, etc.
Plans, organizes, manages, and supervises budget and records, self-governance, Council Administrative secretarial staff support, food services and Veteran Affairs. Analyzes specific department functions for opportunities to increase efficiency and the level of service provided. Oversees, reviews and evaluates quality and timeliness of work performed through regular staff meetings, written reports, records, presentations, etc. Develops and maintains goals and objectives, policies and procedures, and key performance indicators for each assigned functional area.
Manages, through subordinate supervisors, and directs staff activities to provide timely services to other departments and the Community. Monitors and ensures efficient daily operation of assigned departments and accountability and adherence to applicable laws, policies and procedures. Conducts briefings to management and/or Council to report information and answer questions regarding assigned programs(s). Recommends changes and improvements to supervisors regarding program policies and issues to improve productivity. Evaluates internal and external operations to determine efficiency and compliance with policies and procedures. Investigates and resolves issues and concerns involving the department and responds to other departments and Community complaints.
Provides leadership, training, coaching and mentoring to assigned staff. Evaluates work of subordinates and conducts timely performance appraisals. Prepares annual operating and training budgets. Plans, prioritizes, assigns, coordinates and schedules and reviews work of staff. Responds to staff questions regarding assignments. Monitors staff effectiveness and recognizes achievements of staff. Correct deficiencies in staff work performance and takes disciplinary action, as needed, to restore employees to productive employees.
Provides technical assistance and guidance to supervisors and managers of assigned functional areas. Conducts regular feedback sessions with assigned management staff and provides suggestions and recommendations on ways to increase work efficiency and customer service. Performs special projects and other requirements as needed at the request of the Community Manager or Council.
Serves as the Government point of contact for receiving requests for information, ensuring timely processing and response.
Serves as the primary liaison for committees and boards, including but not limited to the Salt River Community Children’s Foundation and Miss Salt River Pageant Committee.
Maintains the Community’s Central Document Repository.
Attends special meetings, training, and conferences and seminars as required.
Performs other tasks and special assignments as required by the Community Manager or Council.

Knowledge of policies, procedures, methods, techniques and practices regarding budget development, presentation and maintenance for the Community.
Knowledge of federal and state grants/contracts laws, availability, audit requirements, project development and administration.
Knowledge of administrative procedures and practices.
Knowledge of policy development, writing and editing techniques and requirements.
Knowledge of report preparation, memo and business letter writing.
Knowledge of pertinent Federal, State and Community laws, rules, regulations and ordinances.
Knowledge of policies, rules and regulations applying to budget preparation and grants and contracts affecting the Community plan and budget.
Knowledge of principles and practices of public administration and SRPMIC government structure and services.
Knowledge of program development, operation, budgeting and programs evaluation.
Knowledge of grant/contract administration.
Knowledge of the processes and procedures for implementing and administering various federal and state grants and contracts.
Skill in establishing and maintaining effective working relationships with staff in the department and other departments, agencies and organizations.
Skill in the operation of computer equipment, databases, and related software applications.
Skill in work management and leadership.
Skill in the development of key performance indicators and strategic goals and objectives.
Ability to conduct research, analyze findings, prepares and present clear and precise recommendations and reports.
Ability to manage, supervise, train, and evaluate personnel.
Ability to comprehend and make inferences from legal and administrative written materials.
Ability to analyze and compile information and prepare written and oral reports.
Ability to communicate effectively, both orally and in writing.
Ability to work cooperatively and maintain liaison with SRPMIC departments and other outside agencies at the tribal, state, and federal level.
Ability to establish and maintain cooperative working relationships with staff and other department agencies.
Minimum Qualifications
Education & Experience:
A Bachelor's degree in Public or Business Administration, or a closely related field and experience equivalent to five (5) years full-time work experience in administration, general administration services, program development or a closely related field, and three (3) years supervisory experience in management of administration services or closely related field.
Equivalency
– Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
Underfill Eligibility : An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
