TSC is seeking a

Trade Compliance Director.

Under the direct supervision of higher-level management, this position is primarily responsible for leading and managing a small trade compliance team and providing guidance, instruction, and document completion for import/export transactions ensuring compliance with company policy and government requirements. This position exercises independent judgment and operates within established corporate guidelines. This position requires leadership, active problem solving, and issue resolution.This position has the possibility of being hybrid remote but has to be in proximity to our Arlington, VA office. The candidate should be available to come in 1-2 days per week as requested by their manager.Duties and Responsibilities:Responsible for leading a small trade compliance team and overseeing all trade compliance actions on behalf of the company.Supervising 1-3 trade compliance personnel.Ensuring compliance with U.S. Export and Import control laws and regulations; applying for all necessary Export and Import authorizations; providing training to employees and guidance/interpretation of the international trade compliance regulations.Draft and manage ITAR and BIS licenses including DSP-5 and DSP-73s, including submitting in DECCS/OCR Ease.Act as an empowered official.Work with various functional areas to determine their export/import needs and develop and implement appropriate strategies to meet business requirements and ensure full compliance with all regulatory agencies.Review with functional managers their International Trade Compliance internal controls (procedures, work instructions, forms, checklists, and tools) to ensure they are current and compliant.Review Contract Requirements for activities which involve Trade Compliance (T&C, Incoterms, Deliverables).Participate in Program Functional Meetings as needed to provide guidance on how to proceed with International Activities.Prepare and submit necessary export/import authorization requests required to support international programs.Review and approve international travel requests, foreign visit requests, and export/import transactions.Provide guidance and interpretation of US government regulations including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).Assist in the development and implementation of trade compliance policies and procedures, such as internal control plans for approved authorizations.Manage all post-approval activities such as recordkeeping, reporting requirements, approvals for data exports, and international shipping authorizations.Perform compliance assessments of license and agreement files and assist as necessary in any investigations of potential compliance violations.Prepare and deliver to programs, export and import internal control plans and proviso reviews.Conduct export/import training and provide formal and informal communication/guidance to internal and external customers regarding all conditions of the export and import authorizations.Assist in the review of export and import clauses in international new business contracts and provide recommendations.Review program contractual statements of work to assist in the development of the work scope for each export/import authorization.Make formal presentations in meetings, training environments, and respond to questions from management, employees, customers, and vendors related to export/import compliance.Manage compliance for import/export, including evaluation of Customs Broker performance.Provide final approval for Harmonized Tariff Schedule (HTS) classification and Schedule B among multiple company sites, requiring excellent problem-solving skills, methodical thinking, and teamwork with other company departments.Oversee Export Classifications, Country of Origin Determinations, and HTS classifications for new components, finished goods, machines/equipment, vehicles, and other internal products.Provide final approval on all Export Classification Order of Reviews - Export Administration Regulations (EAR) and International Traffics and Arms Regulations (ITAR) ECCNs/USMLs.Manage Country-of-Origin requirements, including product markings and valuation rules.Advise senior staff about International Trade Compliance aspects and risks of proposed business decisions.Maintain import-export desk procedures.Manage internal audits of import entry summaries (CF7501) and AES filings for export transactions.Identify and communicate to management areas of improvement.Monitor distribution lead times and cost-effectiveness.Required Qualifications:10+ Years of Experience in International Trade Compliance Field (Imports/Exports).US Citizenship with the ability to obtain and maintain a security clearance as needed.Excellent written/verbal communication skills to support day-to-day communications with internal stakeholders.Experience drafting/updating policies and procedures.Clear understanding of classification according to the Harmonized Tariff Schedule (HTS)/Schedule B.Familiarity with the U.S Foreign Trade Regulations (FTR) and the Automated Export System (AESDirect).Experience submitting Electronic Export Information (EEI) filings.Preferred Qualifications:Proficient with OCR/EASE.Previous experience serving as Empowered Official (EO).TSC Benefits:TSC offers a stable work environment, a competitive salary, and a comprehensive benefits package, including ESOP participation, 401k Plan, Flexible Work Schedules, Tuition Reimbursement, Co-Sponsored Health Plan, Paid Leave, and much more.Applying to TSC:Only those candidates invited for an interview will be contacted.
