Overview
The Planner II researches, reviews, and coordinates planning studies in various areas to make recommendations for organized and planned development within the City.
This position is seeking a Planner II who has experience and is able to perform duties in one of the following:
Planning & Urban Design – Neighborhood Planning:
Leads the development of various planning projects including area plans, corridor plans, and neighborhood plans. Facilitates and leads engagement meetings with neighborhoods. Develops agendas, manages logistics, and creates communications materials for public engagement activities and community workshops. Prepares and delivers presentations to the City Plan Commission and neighborhood groups.
Planning and Urban Design – Authorized Hearings:
Primary responsibilities include facilitating city-initiated rezonings (“authorized hearings”). A thorough knowledge of planning and zoning principles is required. The ideal candidate should have experience writing development code regulations and presenting complicated concepts to people who are unfamiliar with planning practices in a way that brings comprehension and builds consensus.
Planning and Urban Design – Zoning / Current Planning:
Primary responsibilities include reviewing and processing a wide variety of zoning applications, including Planned Development Districts, General Zoning Changes, Specific Use Permits, and Deed Restrictions.
Essential Functions
Prepares long-range land use and neighborhood improvement studies to guide future development in a positive manner.
Conducts various research, analysis, and on-site reviews to ensure proposals are in compliance with ordinances and regulations.
Prepares, drafts, and presents recommendations or coordinates the presentation of recommendations to the City Plan Commission and other groups.
Conducts community meetings and attends neighborhood and civic events to obtain feedback regarding land use, neighborhood improvement, or census issues.
Responds to inquiries from citizens, public committees, commissions, City Council, and others regarding specific projects to expedite services.
Reviews and analyzes zoning applications for accuracy, completeness, and compliance with city ordinances and impact upon communities.
Reviews and coordinates materials necessary for boundary adjustments and annexation including negotiations with other municipal jurisdictions.
Administers and monitors various programs providing professional direction and insight on planning related activities.
Performs any and all other work as needed or assigned.
Knowledge and Skills
Knowledge of urban planning principles and practices.
Knowledge of architecture and building design.
Knowledge of research methodology and techniques for analyzing information.
Knowledge of City development and building codes.
Ability to apply principles, methods, and techniques of urban/neighborhood planning and design to studies and projects.
Ability to identify problems, impacts, and implications of requested zoning changes and project assignments.
Communicating effectively verbally and in writing.
Ability to clearly dispense information to the general public, business representatives, commission members, and city officials.
Ability to read, use, and interpret maps.
Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor's degree in planning, urban studies/design, architecture, public administration, sociology, geography, engineering or related field.
EXPERIENCE:
Two (2) years of professional level experience in planning, urban design, architecture, landscape architecture or related work.
EQUIVALENCIES:
Bachelor's degree or higher in non-specified field plus four (4) years of the required experience will meet the education and experience requirements.
Master's degree in specified field will meet the education and experience requirements.
LICENSE:
Valid driver’s license with good driving record.
PREFERENCES:
American Institute of Certified Planners (AICP) certification or Architecture/Landscape Architecture Licensure is a plus.
Salary Range
$29.10 - $36.38. The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
