ROLE of the POSITION
The Senior Contract Manager in UNLV's Office of Sponsored Programs (OSP) reports to the Associate Director for Grants and Contracts and is responsible for negotiating contracts with representatives of industry, federal and local governments, non-profit foundations and other universities. This position will manage research and other sponsored and unfunded contract activities for UNLV. The Senior Contract Manager has wide-ranging, in-depth, experience in research administration and is an organization-wide expert. This position develops, structures, negotiates and administers contractual agreements that establish business relationships with sponsors, subrecipients, collaborators and/or providers; and will have primary responsibility for negotiation and management of the most complex contracts, awards and non-financial post-award activities.
The Senior Contract Manager is a lead advisor to UNLV faculty and staff, OSP leadership, Division of Research and the Office of General Counsel regarding the most complex contracts, including unfunded collaboration agreements, that are of critical importance to the UNLV. The Senior Contract Manager assesses and mitigates institutional risk; ensures institutional commitments of resources and compliance obligations are consistent with UNLV and sponsor policy. The Senior Contract Manager represents OSP and UNLV in system-wide initiatives with research sponsors and professional advocacy organizations. The Senior Contract Manager communicates with professionalism, demonstrating exceptional skill and experience, enthusiasm, positive problem solving, commitment and loyalty to the profession and the University.
Primary Job Duties
Review, processes and negotiates assigned agreements.
Routinely work with the Office of General Counsel, the Office of Economic Development, the Office of Research Integrity and other university administrative offices.
Coordinates and leads negotiations with internal stakeholders, sponsors, and other partners.
Advise, assist, and provide training to faculty and other study personnel about policies, procedures, forms, laws and regulations related to university agreements.
Implements internal controls to assure sound contractual management and compliance with Federal Acquisition Regulations (FAR, DFARS), Uniform Guidance, internal and external audits, UNLV policies and procedures and any and all applicable laws, regulations, and special restrictions.
Advises campus leadership regarding assessment of private sector collaborations and contracts in terms of legal implications and various alternative negotiating tactics and strategies.
Keeps abreast of developments in US and foreign intellectual property law and other laws affecting University-private sector/government business activities.
Serves as primary representative on relevant advisory committees and or working groups, both local and system-wide.
Interprets and communicates existing policy and new legislation to campus departments, in collaboration with leadership.
Institutes and maintains proactive communications and educational programs for the campus community.
Directs in-service training courses for staff covering material policies and procedures.
Assures delivery of written and web-based training materials.
Creates material for the OSP website and contracts page.
Plans and implements improvements based on customer feedback.
Builds and maintains effective relationships with Principal Investigators, Deans, Directors, and Administrators, as well as General Counsel and NSHE Legal to provide information, assist in problem solving, and assess customer satisfaction.
Coach more junior staff on negotiations, tips, and best practices.
Supervisor Contract Manager(s).
Serve as Back-up when Contract Manager is on leave.
Lead the development and delivery of ongoing training sessions to: 1) internal OSP staff; 2) campus departmental research administrators; 3) NSHE system-wide audiences; and 4) external professional national conferences (NCURA, SRA, etc.).
Develop and lead special projects and participate in organizational or campus-wide initiatives as an OSP representative and recognized expert in the field. Identify challenges related to research administration that require special attention and propose proactive approaches.
Serve as a campus and system-wide expert resource for rare or highly complex problems in award negotiation and project performance; determine potential solutions; and present viable options to executive leadership.
Negotiate highly complex award terms and conditions applying expert knowledge of high priority institutional issues such as publication rights, indirect costs, UNLV intellectual property ownership, patent rights, and exploitation rights, data ownership, indemnification, jurisdiction, use of the University's name, and protection of research subjects (animal and human), and employing expert knowledge of Federal Uniform Guidance, state, and other agency policies.
Utilize expert interpretation and superior negotiation skills for the most complex and unique bilateral agreements (contracts, subcontracts, unfunded agreements), in accordance with University policy and procedure.
Independently interpret, manage, coordinate and resolve the most complex legal, compliance, and financial issues throughout the lifecycle of a contract.
Advise on department and organizational policy and procedure to address unprecedented issues arising from research transactions or activities. Independently identify areas in the field where new regulations need to be better understood, developed, or implemented.
Performs other duties as assigned.
Assists with contract issues that may arise with other research administration duties in Grants and Contracts.
Complies with all Nevada System of Higher Education (NSHE) and University of Nevada, Las Vegas (UNLV) policies and standards.

MINIMUM QUALIFICATIONS
This position requires a
Juris Doctor Degree
from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA) and
7–9 years of experience
in contract negotiations, sponsored programs, and/or Higher Education. Credentials must be obtained prior to the start date.
PREFERRED QUALIFICATIONS
Certified Research Administrator (CRA) and 1-3 years of supervisory/management experience.
SALARY RANGE
Salary range $110,000 - $130,000, dependent on experience.
