The Indefinite Delivery Vehicle Project Management Office (IDV PMO) Director will direct the functions of the IDV PMO and lead the individuals comprising it. The IDV PMO is responsible for the administration of the company’s order-based vehicles, inclusive of responding to task order requests for proposal, market research requests and requests for information, as well as preparing and delivering IDV deliverables, such as small business utilization reports and recurring activity reports as dictated by each IDV.
The IDV PMO Director will be responsible for optimization of task order business processes and tools associated with task order management. Business winning activities include driving future strategic IDIQ/GWAC pursuits; tracking and monitoring activity on existing IDIQs/GWACS; marketing Integral’s vehicles to customers; educating business development and capture professionals on the suite of vehicles; IDIQ GWAC metric reporting; and support IDIQ GWAC task order responses.
As the primary goal of the IDV PMO is to leverage the IDVs to drive Integral’s growth, the Director will:
Serve as the primary Proposal Manager for Task Order Proposals.
Provide written content for RFx responses.
Lead and contribute to the creation of a Gold Standard library of reuse materials to enable the efficient response of quick turn Task Order proposals.
This position is based at Integral’s Tysons Corner/McLean Headquarters and reports to the Chief Growth Officer. The successful candidate will balance a hybrid work schedule that includes telework and four days of in-office work per week.
Responsibilities:
Build, manage and maintain task order management repository, driving pipeline across IDIQs and GWACs.
Oversee the distribution of task order RFIs and RFPs to internal and external stakeholders.
Participate in and contribute to GWAC/IDIQ strategy, provide guidance on strategy for agency IDIQs and other Best in Class Multi-Award Contracts.
Advise on IDIQ/GWAC strategic direction to ensure maximum benefit of DIA SITE III, GSA MAS, GSA OASIS, ITES 3S, RS3, CIO-SP3, SeaPort NxG, and others as needed.
Collaborate with business development leads, operational stakeholders, and provide recommendations for GWAC/IDIQ contract related business winning decisions.
Act as a liaison with Business Line Leaders to identify potential organic growth opportunities with existing task orders and in adjacent spaces. Liaison with internal customers to communicate information regarding contract changes and other relevant data.
Manage and coordinate GWAC/IDIQ deliverables, development of Monthly/Quarterly Reports, and support Request for Proposal (RFP) responses for all IDIQs/GWACs; ensuring such deliverables are submitted accurately and on time.
Develop and maintain highly effective relationships with the government contract management offices and industry partners that drive growth.
Attend IDIQ/GWAC related industry meetings, Program Management Review Meetings (PMR), conferences, trainings, or participate in organizations to further enhance knowledge of Government Procurement processes or that may have an impact on how we conduct business in the Government marketplace.
Track IDIQ and TO metrics; Maintain contract vehicle reference material and collateral.
Perform data queries and reporting on contract vehicles, government acquisition organizations, and opportunities.
Qualifications:
Required:
Bachelor's Degree and 8 years leadership and management experience (equivalent experience) in business development and IDIQ fulfillment and management operations.
Must have government contracting experience. Working knowledge of US Government contracting, contract types, and procurement processes specifically for GSA, Army, NITAAC, and DIA.
Previous experience winning new business in support of IDIQ master contracts and task orders, including advanced shaping and influence operations.
Ability to work across industry to represent the company with customers, strategic partners, and industry consortiums.
Experience and familiarity with business development industry best practices (Shipley, Lohfeld).
Ability to provide executive level briefings as well as strong collaboration and communication skills to successfully drive business outcomes.
Ability to work in a matrixed, fast-paced team environment.
Effective oral, written, and presentation communication skills.
Efficiency in the use of Microsoft (Word, PowerPoint, Excel, Teams) is required.
Ability to work autonomously with minimal guidance, following the established Strategic Objectives.
Ability to multi-task, organize, and prioritize multiple on-going projects, including effective delegation of tasks.
Preferred:
Possess or possess the ability to obtain Secret level clearance.
