In addition to managing duties related to the housing program, incumbent is also responsible for managing our Flex Funding program. This requires reviewing applications for financial assistance, making determinations of eligibility, processing payments, and tracking expendituresDuties and responsibilities1. Manage all leasing functions for the Permanent Supportive Housing and Master Leasing/Bridge Programs.2. Build and develop relationships with community landlords and property managers.3. Locate and conduct HQS inspections on apartments for the program and/or coordinate HUD inspections through the Public Housing Authorities.4. Negotiate lease conditions and rents with prospective landlords.5. Gather proof of household income and calculate participant rent responsibility and utility allowances in accordance with HUD regulations; prepare documents for program participant signatures.6. Track renewal dates for leases and rent calculations.7. Enter all data, client and landlord info onto spreadsheets and Homeless Management Information System, including annual updates, rent changes, lease and inspection renewals. Provide monthly reports to Director.8. Maintain all housing program data and assist in preparation for APR and HUD grant renewals.9. Maintain a secured inventory of periodically verified leased property access hardware/software/codes.10. Responsible for payment of all housing related bills to include utility payments, utility allowances, security deposit and rents, repairs, etc.11. File documents, maintain and update all leasing files, close out leasing files when leases are not renewed.12. Coordinate, schedule, and assist with program participant move in and move out of program.13. Act as liaison between program participant and landlord for repairs to unit.14. Conduct walk through inspections with program participate prior to entry, quarterly during program enrollment, and upon exit of the program; coordinate repairs with landlords and scheduling cleaning as applicable.15. Maintain appropriate program participant census levels.16. Participate in regularly scheduled meetings with both internal and external stake holders.17. Additional duties as assigned.Other Responsibilities(Other duties as assigned by site supervisor)Working conditionsOffice based as well as meeting with clients in their homes to conduct health and safety inspections in preparation for annual HUD inspections.Essential Duties Addendum:Flexible Housing Fund Coordinator Duties and Requirements The Flexible Housing Fund Coordinator will coordinate and oversee the implementation of the Flexible Housing Fund Program. The purpose of the Flexible Housing Fund Program is to support individuals/families who have a mental health diagnosis or substance abuse diagnosis in obtaining or sustaining their housing through one-time financial support and minimal case management. Essential Duties and Functions:1. Landlord, community, and housing stakeholder outreach and collaboration2. Coordination of direct financial assistance for clients, agreements with landlords/vendors, and setting up financial payments.3. Serves as primary contact for financial assistance from both clients and community partners.4. Ascertain the housing financial needs and available resources of persons seeking aid and work with them to determine what is available to them.5. Coordinates gathering of documentation to determine eligibility, landlord negotiations, contracts, and payment structures.6. Coordinate funding available to assist clients on a variety of needs to promote long-term housing stability.7. Generate resources in the area of housing, researching available affordable and supportive housing options, developing relationships with landlords, brokers and housing programs.8. Triage and assess all information and referral inquiries to determine eligibility and to assure effective sustainability plan and appropriate financial support.9. Track all requests for financial assistance including outcome and amount disbursed.10. Submit all paperwork and budget sheets as required by program and funder.11. Complete payment requests and data submission of all financial assistance provided.QualificationsEducation1. Bachelor's Degree in a Human Service Field preferred2. Minimum two years' experience and demonstrated competence with housing, homelessness, and behavioral health3. Demonstrated competence with public speaking, facilitation, collaboration, and timely implementation of tasks.4. Strong, proven ability to: mediate differences of philosophy and opinion; maintain calm, efficient, and good-humored approach to work while managing competing priorities in a fast-paced, highly productive work environment; work independently and as a team member; think critically and with foresight; carry out assignments with limited direction; adapt to change; and be nimble and flexible5. HQS or NSPIRE Inspection Certification a plus/preferred6. Proficient with Microsoft Office products7. Must have good verbal and written communication skills8. Walking and the ability to carry a laptop or other mobile devices, books, binders or other work items may be needed while traveling in the community.Lifting RequirementsLight: exerting up to 20 pounds of force frequently, and/or negligible amount of force constantly to move objects.
