Job Summary:

The Director of Supply Chain, Informatics and Project Management is responsible for strategic and operational oversight required in the planning, implementation, administration and functional use of Supply Chain projects, processes and technologies throughout UTMB’s Supply Chain and with its partners. This Director oversees the creation of Supply Chain data analytics and metrics, planning and implementation of all Supply Chain information systems (including point of use systems) in collaboration with IT Services, system and data security in collaboration with the Office of Information Security, interdepartmental and enterprise-wide Supply Chain projects, team staffing, as well as the development and implementation of relevant policies and procedures to ensure a safe and effective work environment.

Essential Job Functions:

Strategy and Leadership:

Assist with developing a vision, strategy, and roadmap that increases automation, optimizes Supply Chain systems, explores new technologies and aligns with the forward-looking operational and technical architecture vision of UTMB.

Oversee projects involving Supply Chain management within the enterprise.

Develop and foster strong and effective relationships with stakeholders at all levels and every UTMB entity.

Create a culture of inclusion and communication.

Act as primary liaison between Supply Chain and various departments related to information systems and project implementation.

Ensure compliance with all cybersecurity policies and practices as defined by the Chief Information Security Officer.

Research, recommend and implement improvements and best practices to maximize our technological capacities to achieve operational efficiencies and effectiveness.

Work with IT Services to consult on architecture to define a standardized set of technologies for applications, processes and devices, including cloud migration and integration with other systems.

Create a highly effective and user-friendly digital workplace with a standard set of platforms, tools and devices that foster collaboration and enhance employee productivity.

Responsible for the design and implementation of the Supply Chain information systems, web properties, software applications, various channels of support and infrastructure systems, with final approval of the Information Security Officer and IT Services Architecture Committee.

Work collaboratively across the organization to ensure systems are optimized and maintained with the latest updates to provide end-users data integrity, data security and ease of use.

Follow the IT Services change management process both for IT-related system changes as well as business processes.

Coordinate system testing with other IT areas that may be affected by system changes performed by the team.

Develop a technology strategy for an evolving workplace that supports staff in a remote working environment.

Keep current and knowledgeable about industry changes, emerging technologies, trends, and best practices that would benefit UTMB.

Management:

Ensure effective execution of business strategies by aligning high-performing informatics and project management teams with Supply Chain goals and by developing a climate which builds employee commitment and reinforces high performance standards.

Lead, manage and develop efficient and highly competent teams that serve as valuable business partners to management and colleagues throughout UTMB.

Monitor team structure, staff selection, performance management, salary administration and budget management to ensure optimal use of team resources while remaining within budget.

Coach and guide virtual and on-site teams.

Ensure all positions, new or existing, within the team’s structure foster growth with an emphasis on professional development and employee retention.

Develop and maintain project plans, data sources, analytics and metrics to effectively support non-salary expense initiatives related to supplies, services and capital equipment.

Provide oversight of the Supply Chain point of use technologies to support clinical operations.

Strategic Implementation:

Identify and analyze emerging technologies and best practices that support our long-term strategic goals. This position will integrate these important new technologies skillfully while providing strong direction and leadership to development teams.

Ensure Supply Chain systems interface accurately and timely into financial accounting systems.

Lead, define and develop department data analytics strategy and capabilities.

Participate in security reviews and audits with organizational leaders and suppliers.

Ensure compliance with data privacy standards for organization-wide data, proprietary information and related intellectual property by working with Information Security and Access Management.

Oversee implementation of Supply Chain projects and processes across the organization, ensuring the needs of all users are met or exceeded.

Oversee ad hoc reporting, routine report generation and dashboards to support good decision making.

Develop a disaster prevention and recovery plan for Supply Chain systems.

Marginal or Periodic Functions:

Adheres to internal controls and reporting structure.

Performs related duties as required.

Knowledge/Skills/Abilities:

Experienced technology professional comfortable managing highly technical teams while focusing on the strategic impact and mission of the organization.

Standardizing complex and disparate processes, process improvement methodologies and change management.

A passionate advocate for how technology can advance UTMB’s strategic growth and operational goals. Have the communication skills to build support for that vision and have a proven track record of leading teams to deliver results. Principal working relationships include leadership teams, department heads as well vendors, consultants, IT Services, the Office of Information Security and all system users.

Deep familiarity with environments necessary to drive strategic decisions.

Strong communication and interpersonal skills with a high degree of professionalism in dealing with the staff at all levels of the institution.

Intellectual curiosity and demonstrated problem-solving ability.

Proficient in analysis, implementation, and evaluation of IT systems and their specifications

Strong ERP and Point of Use knowledge with preferred familiarity with PeopleSoft, Pyxis Supply, Hyperion, GHX, SharePoint, Tableau, SmartSheets and Power BI.

Ability to analyze and evaluate data and make appropriate decisions/recommendations.

Advanced experience and proficiency in Microsoft Office Tools (Excel, PowerPoint, Access, Word).
