Position Summary:

Purchases, oversees, manages, plans, and coordinates fleet and equipment orders for all departmental budget owners at Port Houston. Work directly with Directors and Managers to determine the appropriate fleet and equipment requested. Procure and order in a timely manner in compliance with Port Houston’s guidelines. Responsible for overseeing and directing employees; providing hands-on management and supervision including monitoring compliance with applicable standards and regulatory requirements. Supervises and coordinates activities of equipment maintenance teams and administrative staff. Responsible for security and care of the entire fleet of equipment and marine assets from the time they are purchased until surplus and sold. Diagnoses problems and allocates resources to repair areas such as HVAC, electrical, mechanical etc. Ensure all work is performed in an efficient, safe, and economical way to meet and exceed Port Houston operational requirements.

Key Responsibilities/Duties:

· Under the Maintenance Director of Facilities and Equipment leadership, work closely to support Managers/Directors from other Port Houston facilities as required

· May be asked to assume the responsibilities of other Facility Managers in their absence; may also will be called upon to support other facilities as necessary

· Manage and supervise a large group of skilled craftsmen, equipment, and assets in an efficient, safe, and economical manner, including but not limited to planning and organizing assigned duties, employee relations, and department events/projects

· Collaborate closely with labor unions pertaining to work rules and safety

· Delegate and assign long-range planning projects for future development in collaboration with the Maintenance Directors.

· Review, approve and submit operational and capital budgets to Maintenance Directors

· Implement and preserve sound maintenance practices for equipment and fleet through preventative maintenance programs and procedures.

· Monitor departmental maintenance costs and assigned budget for areas of responsibility; maintain accountability for purchasing authority; verify purchase invoices; analyze department variances; implement budget controls

· Maintain all equipment and facility maintenance activities as related to expenses, procurement, keeping proper records, overseeing capital purchases, maintaining proper inventory of spare parts, and controlling numerous open purchase order accounts

· Maintain organization fleet purchasing program and surplus of all fleet vehicles and location equipment surplus

· Utilize asset management tools to report department related maintenance costs to various budget owners

· Determine, present, and initiate items for Port Commission review; generate RCA’s for all Commission items and submit them along with supporting documentation to Director

· Coordinate procurement of equipment, supplies, and materials to perform required duties effectively and efficiently

· Coordinate projects and work activities with other departments, contractors, consultants, outside agencies, or others as needed

· Ensure all claims for damages to Port Houston’s property is properly processed; follow through repairs and billing of responsible party.

· Promote and implement effective safety and environmental programs to ensure safe working conditions in compliance with Port Houston’s standards

· Prepare periodic informative reports to management and special studies as directed Preparation of the Annual Financial Forecast and annual and ongoing performance management for all employees under your leadership

· Coordinate yearly training schedules for database training

· Develop continuous improvement processes to improve and optimize operational efficiency and customer service

· Keep abreast of latest technical developments in work methods, materials and equipment as related to facilities maintenance

Education/Experience:

· Bachelor’s degree in Business Administration, Maritime Administration, Economics, Engineering or related major in a public or accredited private academic institution required

· 7+ years of related fleet maintenance experience required; 10+ years preferred

· Previous supervisory experience required

· TXDOT Emissions Testing certification and State Registration Warden preferred

· Physical agility required for climbing ladders, stairways and narrow walkways

· Requires keen audio-visual perception

· Must possess proficiency computer skills with Microsoft Word, Excel, Outlook and databases

· Experience in port operations and maintenance is highly preferred

· A current, valid Texas driver's license is required

· A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment

· Strong knowledge of Trucks, Equipment and Fleet Ordering processes utilizing Cooperatives and developed relationships with perspective fleet and equipment dealerships.
