Overview

Acts as the Director of Outpatient Services. Provide direct and indirect supervision of supervisory staff related to mental health and substance abuse services, as well as program development and implementation. Oversees staff compliance with standards for: Accreditation, N.J. Department of Health Mental Health and Substance Abuse Agency Licenses, and funding regulations for each program. Interface with Office Manager and Administrative staff for the coordination of systemic organizational changes, recordkeeping, grant writing, reports and issues related to revenue.

Responsibilities

  • Developing and maintaining written objectives, policies and procedures, an organizational plan and a quality assurance program, reviewed by the administrator, for substance abuse counseling services.
  • Ensuring that the behavioral and pharmacologic approaches to treatment are evidence based or based on objective information to provide treatment services consistent with recognized treatment principles and practices for each level of care and type of client served by the program.
  • Providing or ensuring, and documenting, that direct clinical supervision is provided at least one hour per week to all clinical staff, individually or in a group setting, with group supervision not to exceed 50 percent of supervision time.
  • Ensuring that counseling services are provided as specified in the client treatment plan, and coordinated with other client care services, if applicable, in order to provide continuity of care.
  • Ensuring that the assessment, diagnosis and treatment of clients with co-occurring disorders is provided by appropriately trained and qualified clinical staff, and that the clinical supervision of such staff is provided.
  • Assisting in developing and maintaining written job descriptions for counseling personnel and assigning duties.
  • Assessing and participating in staff education activities and providing consultation to program personnel.
  • Providing orientation to and evaluation of new counseling staff prior to the assignment of counseling responsibilities.
  • Ensuring that all counseling staff are properly licensed or credentialed in accordance with licensing regulations.
  • Participating in the identification of quality care indicators and outcome objectives and the collection and review of data to monitor staff and program performance.
  • Participating in planning and budgeting for the provision of counseling services.
  • Oversee and maintain agency adherence to confidentiality requirements as stated by law.
  • Be knowledgeable of and oversee staff compliance with standards and requirements for licensure, accreditation and funding.
  • Act as liaison between YMCA and the state and county Program Management Officers for substance abuse and mental health licenses, funding, and accreditation
  • Establish and maintain positive working relationships with referring Agency, Clinical Supervisors, personnel and community agencies and promote positive program functioning
  • Maintains level of service for programs and meet contract requirements
  • Assist in grant writing for renewals and new program initiatives
  • Responsible for the accuracy and completion of all reports and information sent to funders and partners
  • Schedule and notify staff of annual trainings.
  • Assist in the development and oversight of the outpatient operational budget.
  • Work with the PQI committee to maintain existing policies and develop additional policies related to licensing and accreditation regulations, evaluation of staff performance and in response to the changing needs of the agency and population served
  • Maintain awareness of the needs of the community in which we serve and develop programs which will provide comprehensive treatment services
  • Recruit, interview, hire, and train staff
  • Conduct performance reviews for all assigned staff
  • Attend required agency meetings and trainings
  • Attends relevant community, county or state meetings
  • Secure and maintain contracts with DMHAS, insurance, criminal justice systems, EAP's, schools etc.
  • Active participation in association Annual Campaign efforts, including recruitment and solicitation of pledges
  • Participate in committees/activities relating to advocacy for children, adults, and families affected by substance abuse/mental health issues, or designate appropriate staff representatives for participation
  • Collaborate with YMCA marketing and development staff to improve program visibility


Qualifications

  • The Director of Outpatient Services must possess a Master's Degree in Social Work accompanied by a NJ Licensed Clinical Social Worker (LCSW) license
  • The Director of Outpatient Services must possess a Clinical Supervisor's certification to supervise intermediate level licensed clinicians
  • The Director of Outpatient Services must possess or be eligible for a NJ Licensed Clinical Alcohol and Drug Counselor (LCADC) license or possess or be eligible for the Certified Clinical Supervisor (CCS) certification.
  • The Director of Outpatient Services must have a minimum of 5 years working in both the mental health and substance abuse fields, with at least 3 years supervising staff
  • Must demonstrate a high level of cultural competence, sensitivity and responsiveness
  • Must possess strong communication, writing and time management skills
  • Ability to work in a team-oriented environment
  • Valid NJ Driver's License, acceptable driving record, and valid NJ Motor Vehicle Insurance.
