Deputy Chief Human Resources Officer

This position will remain open until filled, with the first review of applications beginning on November 3. Applications submitted after this date will be reviewed as needed. Washington County is now searching for a Deputy Chief Human Resources Officer to support the daily operations of the Human Resources (HR) department, with a focus on tactical, hands-on leadership.

Primary Responsibilities:

  1. Leading county-wide performance management, labor relations, and negotiations.
  2. Managing the Employee and Labor Relations (ELR) team.
  3. Overseeing the day-to-day operations of the Talent Acquisition and Learning and Development teams.
  4. Providing guidance to the Chief Human Resources Officer and department staff.
  5. Managing all aspects of Employee and Labor Relations, personnel investigations, discipline, and employee performance.
  6. Leading labor negotiations and ensuring the successful completion of collective bargaining agreements.
  7. Guiding the HR team’s efforts in performance management and employee development.
  8. Supporting the development and implementation of policies and procedures in alignment with County objectives.
  9. Ensuring compliance with relevant employment laws and regulations.
  10. Promoting a human-centered approach in HR practices, ensuring fair and equitable treatment for all employees.
  11. Supporting the Talent Acquisition and Learning and Development teams.

Our Ideal Candidate:

  1. A Human Resources professional with expertise in Employee and Labor Relations, collective bargaining, and performance management.
  2. An empathetic leader with a human-centered approach.
  3. Experience with the different functions of HR and an understanding of how they work together.
  4. Demonstrated ability to provide clear leadership while fostering a positive and collaborative environment.
  5. The ability to make decisions that align with One Washington County and Design the Future.
  6. A balanced approach to employee relations, with an emphasis on fairness and equity.
  7. Experience working in Oregon is preferred, but not required.

Selection Process:

  1. MQ Review: HR will screen applications for minimum qualifications after the initial review date of November 3rd.
  2. SME Review: Applications for candidates that meet minimum qualifications will be forwarded for an in-depth review of supplemental question responses.
  3. Panel Interview(s): Our goal is to schedule panel interviews with candidates that pass the HR review as soon as possible.
