We are seeking a MOA Program Analyst to join our Office of Education, Innovation, and Improvement at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU).
This role is a hybrid of remote work and will need to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What you will do!
The primary purpose of this position is to assist in identifying, investigating, and monitoring districts and community colleges for compliance with civil rights laws as part of the Oregon Methods of Administration (MOA) Plan.
Typical duties include: Program Design, Evaluation, Monitoring, Prioritization, and Improvement: Assess and recommend priorities, strategies, and guidelines for achieving program goals and requirements. Design and refine service delivery processes and procedures to enhance statewide support and operational efficiency. Data Management, Documentation, Reporting: Oversee and prepare documented data collection, storage, and analysis methodologies to ensure compliance and accurate estimates and forecasts. Legislative Interaction: Develop policy recommendations, track related legislation, prepare and present testimony, and respond to legislative inquiries. Barrier Identification and Solution Development: Identify and address barriers to program participation and develop strategies to improve accessibility and effectiveness. Training, Collaboration, and Outreach: Engage in ongoing communication and collaboration with districts, ESDs, and other partners to ensure consistent program implementation and address emerging issues. Minimum Qualifications (Need to Have)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree that demonstrates the capacity for the knowledge and skills required to coordinate or administer programs related to Methods of Administration or Civil Rights Monitoring AND four years experience coordinating or administering a program.
OR
Any combination of experience or education equivalent to seven years of experience coordinating or administering a program.
Qualifying program coordination or administration experience must include developing a stand-alone program or coordinating a stand-alone program which provides services external from an agency, such as providing services to state residents, local agencies, governments, non-profit organizations, or tribal governments.
Minimum qualifications must be met to qualify for this position.
Desired Attributes (Nice to Have):
Experience in K-12 or postsecondary education. Experience with Methods of Administration or Civil Rights Monitoring is preferred but not required. Ability to take broad concepts and convert them to guidance and direction. Ability to establish relationships and demonstrate collaborative skills with a variety of partners and community groups representing diverse perspectives and lived experiences. Demonstrated commitment to promoting and fostering a diverse and discrimination/ harassment-free workplace including contributing to a positive, respectful and productive work environment Experience analyzing large amounts of data and summarizing data to drive education program improvement. Experience with Google Applications, Zoom, Microsoft Office, Teams, Smartsheet, Excel, SQL, Power BI, SPSS, R, or other analytical software.
