REPORTS TO: Director of Operations - SDCA

SUPERVISES: Assigned Project Coordinators

AUTHORITIES / RESPONSIBILITIES:

Manage the financial and business aspect of the program.

Contract management and coordination.

Manage proposal development efforts including initial contract proposals and contract modifications

Participate in writing and documenting all contractual letters.

Manage Program & Finance interface.

Manage requirements with major subcontractor and participate in weekly subcontractor meetings ensuring expectations are managed.

Reconciles change order pricing with project team data including schedule revision guidance and non-labor pricing change with supply chain management.

Ensure compliance with Earned Value Management System (EVMS) guidelines.

Ensuring timely and accurate submittal of EVMS Cost Performance Reports (CPRs).

Maintaining the EVMS System description and oversight of CAM training.

Maintaining baseline by issuance of Work Authorization Documents (WADs) and Baseline Adjustment Requests (BARs).

Ensure compliance to the contract.

Overseeing the program’s dealing with the Navy’s Corrective Action Requests (CARs).

Determining workable solutions.

Providing timely responses.

Supporting the Austal quality organization.

Providing quality metrics.

Supporting other major subcontractors/partners monthly quality meetings.

Maintain program production metrics.

Providing weekly metrics from all production trades to other major subcontractors/partners for weekly meetings.

Providing appropriate data for other major subcontractor’s / partners meetings and presentations.

Develops metrics data templates for use by project management teams ensuring standardized reporting

Provides training for metrics collection and data applications to project teams.

Support and participate in other major subcontractor’s/partners meetings.

Daily and weekly Program Management Team (PMT) meetings.

Weekly Executive Program Management Team (EPMT) meetings.

Other duties as assigned by manager

Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.

Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations

Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area.

Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program.

Identifies project risk and develops mitigation plans with project team.

Developing, providing, and documenting compliance training.

Provides guidance to estimating on capture strategy for proposals preparation.

Performs duties of Proposal Manager, Capture Manager or Author on proposal development as assigned while providing guidance to the proposal team.

Functions as Project Manager on selected construction or execution projects during workload demands.

Develops and maintains TAM & DTAM data collection

Leads continuous learning process and events as assigned developing long term process and corrective measures with the team as well as contributing to internal training development and presentation.

Assists with meetings and presentations to government and commercial customers and community leaders and organizations.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

Bachelor’s degree in related field preferred in Engineering or Business Administration, Master degree considered a plus.

10+ years applicable work experience.

Strong engineering, project management, analytical and or financial background.

Knowledge of Earned Value Management System (EVMS).

Proficiency in Microsoft Office Suite.

Post Delivery Services or Project Management experience considered a plus.

DIRECTION / DISCRETION EXERCISED: Full discretionary authority to assign work to direct reports.

LIAISES WITH:

All levels of Austal organization.

Other major subcontractors/partners representatives.

Supervisor of Shipbuilding (SupShip) representatives.

Navy Program Office.

ADDITIONAL GUIDELINES:

The ability to obtain and maintain a DoD clearance may be required if deemed necessary in the scope of your position responsibilities.
