The Norfolk Community Services Board (NCSB) is the primary provider of public mental health, substance abuse, and intellectual disability services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a Clinical Coordinator in their Clinical and Acute Services Division. The goal of the Clinical Acute Division is to initiate mobile interventions prior to a crisis event, and as needed, during the event itself. Behavioral Health, Substance Use, and Peer providers, will support the individual through the identified crisis to an initial resolution, focusing on safety, sobriety, decreasing emotional distress, and assisting in mobilizing their natural support system through community reintegration and evidenced based treatment services.

The Clinical Coordinator, will be responsible for the direct clinical supervision of staff in the Crisis Services as well as provides assessment to individuals in crisis, providing or linking the individual and/or significant others with needed mental health services in the least restrictive setting, thus diverting individuals, when possible, from State Hospital care to community-based care.

Department Hiring Salary Range: $59,393-$68,301

Essential Functions

Essential functions include but are not limited to:

Provides consultation and supervision to staff, as assigned, and assists the Emergency Services Supervisor in evaluating their performance.Identifies staff training needs and recommends strategies to meet those needs.Evaluates crisis telephone calls and determines the type of response needed.Provides phone counseling in the office and face-to-face crisis counseling in the office and in the community (e.g. hospital emergency rooms, agency offices, residences).Completes pre-admission screening evaluations and facilitates obtaining Temporary Detention Orders in accordance with mental health services policies.Provides expert testimony to the Norfolk Courts for assigned commitment cases regarding the consumer's history, behavior and least restrictive treatment alternative.Initiates, completes, and maintains program records and documentation in accordance with policies and procedures.Assists in the development and implementation of special projects, policy development or revision.Assists the Emergency Services Supervisor in performing human resource functions such as interviewing, selection recommendations, employee performance reviews, scheduling, disciplinary action and handling leave requests.Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through six (6) years of college resulting in a Master's degree in a Human Services field, or an equivalent combination of training and experience.

Three (3) years of clinical experience in a management and/or administrative role.

The ideal candidate will have experience supervising staff and assessing individuals in crisis in a variety of settings.Additional Information & Requirements

Valid Driver's License may be required depending on assignment.Must be certified or certifiable in Basic First Aid and CPROne of the following is preferred:

VA Licensed or Licensed Eligible for any of the following: Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or Clinical Social Work (LCSW).Working Hours:

Saturday - Thursday 8:00 PM - 4:30 AM

Signing Bonus:

This position is eligible for a one-time $5,000 signing bonus for new hires.

Regular full-time and permanent part-time employees

RetirementIf you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.The Tuition Assistance Program

is established to encourage employees toward continued self-development and education.
