Capital Projects Manager

General Statement of Duties
Manages and leads capital projects from inception to completion and performs difficult and advanced engineering and/or architectural work; does related work as required.

Essential Duties
Extensive knowledge of the principles and practices of engineering as it relates to transportation, drainage, landscape and lighting projects including:
* Coordinates with other divisions, departments, outside agencies, engineering design services consultants and construction contractors to ensure project delivery;
* Attends public meetings, presents information and answers relevant questions;
* Coordinates right-of-way / easement acquisition, required project permits and bidding process for capital projects;
* Ability to work independently and as part of a team;
* Ability to plan projects and prepare related designs, estimates and specifications;
* Ability to perform research; skilled in organizing technical material in good report form;
* Ability to express self clearly and concisely both verbally and in writing, ability to establish and maintain effective working relationships with internal and external stakeholders;
* Ability to render timely, competent and technical decisions;
* Proficiency with Microsoft Office and functional knowledge of GIS, transportation and engineering related software.
Minimum Qualifications
Possession of a bachelor's degree in architecture or a related engineering field and five (5) years of related professional engineering or architectural experience in OR facility planning, design and construction (depending upon the duties of the position to which assigned); OR , any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Positions from this posting may be filled as a Capital Projects Manager or a Capital Projects Coordinator depending on the qualifications and experience of the successful candidate and the needs of the department at the time of hire.
For a Capital Projects Manager: Possession of a bachelor's degree in Engineering or a related engineering field and five (5) years of related professional engineering or architectural experience in OR facility planning, design and construction (depending upon the duties of the position to which assigned); OR any equivalent combination of experience and training which demonstrates the required knowledge, skills and abilities.
For a Capital Projects Coordinator: Possession of a four (4) year degree in a relevant field and three (3) years of relevant project management experience, or other relevant work experience; OR any equivalent combination of education, experience and training which demonstrates the required knowledge, skills and abilities.

Some positions may require either licensure as a Professional Engineer (PE) or Architect in the Commonwealth of Virginia.
Must work overnight snow contractor management and oversight as scheduled during a storm event.
Valid Virginia driver's license required.
