, and our Department of Housing and Urban Development (HUD)/Office of the Chief Information Officer (OCIO)/Infrastructure and Operations Office (IOO) Government customer at Washington, DC.

The Journeyman Computer Programmer is an integral component of a team supporting our HUD IOO client’s IT Modernization effort to provide a single Operations & Maintenance (O&M) consolidated support services of (1) data storage facilities, (2) hardware/software, and (3) cloud services providers. This position is in a team environment and involves collaboration with and supporting other team members, contractors, and HUD internal and external users. This position possesses and applies expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Operates with appreciable latitude in developing methodology and presenting solutions to problems. Contributes to deliverables and performance metrics where applicable. The ideal candidate is a team player with proven Subject Matter Expertise (SME) experience as a Journeyman Computer Programmer. Below are the qualifications for this role.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Supporting Virtual Desktop Infrastructure (VDI)/Desktop as a Service (DaaS). As part of the Cloud Office Suite include:

O&M of a virtual desktop infrastructure (VDI) and/or Desktop-as-a-Service (DaaS) solution for the multi-cloud operational environment.

O&M the VDI/DaaS architecture and platform.

Ensuring the VDI/DaaS capability is O&M in a manner which supports the ability for the solution to be both elastic and agile and enables the ability of the Client controlling the VDI/DaaS operational environments.

Coordinating the VDI/DaaS O&M effort

Administering, configuring, managing, operating, patching, updating, tech refresh, STIG, and monitoring of the VDI/DaaS environment.

Reviewing operating systems and software frequently and making any adjustments necessary to keep them running well.

Writing code and implementing computer programs on multiple systems.

Building and using computer-assisted software engineering tools to automate some coding.

Performing all requirements needed for the implementation of automated computer systems from start to finish.

Using code libraries to simplify the writing of code.

Collaborating with software developers in the creation of programs for their organization.

Test and debug software applications to identify and fix any technical issues or bugs, ensuring highest quality and reliability.

Collaborate with a multidisciplinary team, to ensure seamless integration of programming components.

Stay up to date with emerging technologies, programming languages, and best practices in modeling and simulation, web applications, and immersive learning environments.

Document code and application development processes, maintain version control, and provide technical documentation.

Design, develop, and maintain web application functionality using Spring STS, Bootstrap, and latest web technologies.

Develops and maintains web services using REST, JSON, or similar protocols.

Design and develop applications using Agile development and Scrum framework.

Track and manage code changes using GitLab.

Perform unit, peer, and integration tests of product functionality following testing processes or procedures.

Provide testing support: create and/or execute test plans and test cases.

Research problems discovered by QA or the support team and provide timely resolution.

Collaborate with business leaders and other stakeholders on business requirements.

Collaborate with dev team to develop and deliver solutions timely to the business.

Recommend solutions to improve new and existing functions and features.

Perform a full range of programming and database support.

Develop and revise existing programs and technical documentation.

Find creative solutions to complex problems.

Ensure a positive and professional Federal client service experience.

Responsibilities could include all aspects of the software development life cycle including requirements analysis, design, development, testing, integration, and deployment.

Work Experience, Knowledge, Skills & Abilities:

• 3+ years demonstrated experience developing web applications.

• 3+ years demonstrated experience developing applications using Java.

• 3+ years demonstrated experience using SQL and developing database objects.

• Experience with MuleSoft, JBoss, MS SQL Server, GitLab, JIRA.

• Experience with SQL and data warehouse.

• Knowledge of Power BI or similar data visualization tools.

• Proficient in Object Oriented Design and Development.

• Proficient with HTML, JavaScript, jQuery, Angular, Bootstrap, Node.js and latest front-end web technologies.

• Strong problem solving and analysis skills, self-motivated, and able to work and communicate in a team environment.

• Must be analytical, detail oriented and able to translate functional requirements into web-based solutions (i.e., web applications) using advanced technologies.

• Experience working in an Agile development environment.

• Knowledge of Agile methodology and frameworks.

• Experience and knowledge in software development lifecycles.

• Excellent written and verbal communication skills.

• Experience with Federal consulting.

Education:

• Bachelor’s degree in computer science, Mathematics, Computer Engineering, IT, or related

• Master’s degree is a bonus

• Knowledge and experience with HUD OCIO IOO are a bonus.

Office Location and Travel:

• Hybrid, both on-site at HUD Government facility and Remote.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
