Position Overview
The City of Asheville is seeking an experienced and visionary Assistant Director of Human Resources. This role will partner with the Human Resources Director to lead our HR programs, ensuring alignment with best practices and compliance with all applicable laws and regulations. We are looking for a professional who can inspire a high-performing HR team while fostering a collaborative, people-focused culture that values innovation and community engagement.
Essential Duties and Responsibilites
Key ResponsibilitiesOversee the full spectrum of HR services, including recruitment and selection, employee relations, EEO compliance, and performance management, all aligned with the City's core values.
Supervise and support HR staff in delivering top-quality HR services across city departments, promoting a culture of continuous improvement.
Lead the development and implementation of HR policies, procedures, and strategic initiatives.
Manage departmental budgets and prepare reports and documentation for HR operations.
Serve as an HR resource for city management, employees, and retirees, interpreting and advising on policies and employment laws.
Collaborate across departments to ensure HR processes are integrated and support City-wide objectives.Why This Role Matters

Qualifications
Education: Bachelor's degree in Human Resources, Business, Public Administration, or related field. Master's degree preferred.
Experience: At least five years of progressive HR experience, with demonstrated success in a supervisory capacity.
License/Certification: Valid North Carolina driver's license.
Skills: Proven skills in leadership, strategic planning, communication, and problem-solving. Familiarity with state and federal laws governing HR, proficiency with Google Suite, Microsoft Office, and other relevant software.Preferred Qualifications
Experience in local or state government HR functions.
HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP).
