Responsibilities:

Modern Technology Solutions Inc. (MTSI) is seeking a Subject Matter Expert (SME) Chief Software Architect to provide Systems Engineering, Integration, & Test (SEIT) support to the United States Space Force (USSF) Operational Command and Control (C2) Acquisition Delta responsible for developing software and the supporting architecture for the organize, understand, plan, decide, direct, and monitor capabilities within the C2 Joint Capability Areas (JCAs). A successful candidate should be a self-starter who possesses initiative, excellent communication skills, the ability to lead and to collaborate effectively with cross-functional teams, and a proven problem solver.

Job responsibilities will include, but may not be limited to:

Performing the duties of chief software architect for the government customer as assigned.

Developing a long-term architectural roadmap and identifying capability delivery milestones, key integration dependencies and delivery points, technical trade decision points, and legacy system decommissioning status.

Defining and documenting overall solution architecture and lifecycle roadmaps.

Analyzing business requirements and developing technical network solutions.

Documenting how applications and technology solutions support business needs.

Developing and documenting, maintaining, and communicating current and future architecture design recommendations for the Space C2 and Delta-wide portfolios.

Assessing the current architecture to identify technical debt for implementation and advising the Government on priorities.

Identifying integration points for existing and new capabilities in the architecture roadmap, recommending prioritization to the Government as informed by requirements documentation, and external integration analysis.

Prototyping Architecture as Code and applying associated practices for linking development backlogs.

Evaluating technology trends against mission suitability and system development feasibility for future engineering trade studies.

Developing presentations to summarize capability and technology recommendations for recurring government-hosted conferences.

Working on high-visibility or mission critical aspects of a given program and performing all functional duties independently.

Working in consortium style settings with multiple contractor and government participants.

Being responsible for the efforts of assigned staff, providing guidance and direction to team members, and fostering a culture of innovation, collaboration, and continuous improvement.

Working closely with Information Systems Security Officers/Managers (ISSO/ISSM)s to ensure that architectural decisions align with security standards and regulations, particularly in a SAP environment.

Providing expert level Architect support for virtual and physical networks, computers, servers, and appliances.

Overseeing and maintaining a configuration management system to manage all technical data artifacts and ensure their integrity and traceability to requirements.

Generating governance policies and procedures to guide software development and program activities.

Demonstrating strong communications and collaboration skills and familiarity working in remote/distributed team environments.

Qualifications:

Required Experience:

15 years of relevant DoD/IC or relevant industry work experience.

Knowledge and experience establishing, building, fielding, and sustaining secure, trusted, core processing and communications architectures including definition and development of open systems architecture standards.

Experience in the development and coordination of comprehensive weapon system interoperability requirements both internal to the system and externally to command-and-control elements.

Skilled in information technology and equipped with significant problem-solving and leadership abilities.

Familiarity with DevSecOps implementation and execution.

Familiarity with Continuous Integration and Continuous Delivery (CI/CD) pipelines executing in parallel.

Deep knowledge of software related topics such as database design, content management systems, and enterprise service bus architecture.

Demonstrated experience with Mattermost, Jira, Jira Align, Confluence, and Outlook.

Demonstrated broad experience in software development for complex military systems, incorporating systems of systems integration and adaptation of novel approaches to existing military systems.

Extremely motivated individual who is a self-starter and works well in a fast-paced team environment.

Strong interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teams.

Excellent analytical and organizational skills, specifically attention to detail along with effective time and project management skills.

Experience with presenting and communicating technical data to various audiences (government and leadership audience experience preferred).

Willingness to mentor colleagues and lead brown bag sessions.

Desired Experience:

Fluency in multiple programming languages.

Experience working with DoD or IC acquisition organizations.

Experience working specifically on a Systems Engineering, Integration and Test (SEIT) or Systems Engineering and Technical Assistance (SETA) contract.

Experience working with Space Systems Command.

Knowledge of Digital Engineering, IoT, Cloud Platforms and Software Apps, as well as their application.

Familiarity with the software factory platform diagrams (i.e. Kobayashi Maru).

Familiarity with Systems Modeling Language (SysML)/ Model-Based Systems Engineering (MBSE) (using CAMEO or SparxEA).

At least 2 years of Special Access Programs (SAP) and/or TS/SCI experience within the last 5 years.

Experience with generating governance policies and procedures to guide software development and program activities.

Education /Certification Requirements:

B.S. in engineering, mathematics, physics, or related scientific discipline (required).

M.S. degree in related STEM field (required).

Security Clearance Level Required:

Top Secret (Must be a U.S. Citizen).

SCI eligible.

SAP eligibility.

Location/Travel Requirements:

Place of work is El Segundo, CA area, remote work opportunity is limited.

May require travel up to 20% of time within the continental United States.

The pay range for this position in California is $190,000/year to $225,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
