This is a hybrid position reporting onsite 3 days/week.
The ideal candidate will be self-motivated, results-oriented and have experience creating, tracking and maintaining DoD ACAT purchase requisition packages.
Responsibilities:
Provide DoD procurement expertise to support Acquisition Category (ACAT) IC and ACAT II acquisition planning and execution, including support of multiyear procurement (MYP) and Advanced Procurement (AP)/Economic Ordering Quantity (EOQ)Create and maintain acquisition documents Acquisition plans, Class Justification & Approvals (CJA), Statement of Works (SOWs), Technical Instructions, and GFE, etcProvide procurement support, create and maintain purchase requisition (PR) packages (contracts background) using SPS and Procurement Integrated Enterprise Environment (PIEE)Track allocations, obligations, and expenditures using NAVSEA Enterprise Planning System (NEPS)Support program baseline and scheduling activities, create and maintain deliveries, spend plans and spares deliveriesKnowledge of program compliance and analysis, quick turn-around response for data callsDevelop presentations, meeting minutes, letter and memoranda and tracking action itemsBuild strong working relationships with cross functional teams to facilitate and achieve program goals and objectives

Additional Qualifications/Responsibilities
Basic Qualifications:
Master's degree in relevant field and 10 years of relevant federal/DoD acquisition contract experience, OR bachelor's degree and 15 years of relevant experience OR associate's degree and 20 years of relevant experienceFederal/DoD acquisition, contract and procurement experience; ACAT program experience preferredExperience writing and reviewing contract documentation, including PRs, CJ&As, SOWs, APs and ASsExperience using Navy Standard Procurement System (SPS) / PD2Experience using NEPS and PIEEProficient Microsoft Office Suite, (Word, Excel, PowerPoint, Teams, SharePoint etc.) skillsStrong communication and collaboration skillsProactive, time management, critical thinking and problem solving skillsActive DoD Secret clearance requiredAdditional (Highly Desired) Qualifications:
Experience supporting contract and acquisition management for US Navy ships and shipboard systemsThis position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. For this position, VISTA will consider only applicants with an active DoD security clearance.
