VISTA Technology Services, Inc. (VISTA) is seeking a Foreign Military Sales (FMS) Acquisition Program Analyst to support a NAVSEA program office located in Crystal City, VA.

This is a hybrid position reporting onsite 3 days/week.

The ideal candidate will be self-motivated, results-oriented and have

DoD acquisition and FMS program analyst experience.

Responsibilities:

Provide direct support to DoD FMS Acquisition Category (ACAT) IC and ACAT II program officeResponsible for FMS Case oversight to include but not limited to action tracking, financial tracking, and deliverables trackingSupport effective analysis and management of incoming and outgoing actions items assigned from meetings, telecons, or emailsExperience with Letter of Offer and Acceptance (LOA) managementEffectively participate and prepare briefings for meetings and interact regularly with internal clients to support FMS program requirementsBuild strong working relationship with internal clients such as Contracting Officer's Representatives (CORs), Acquisition Team, Business Financial Management (BFM) Team, and various Naval Surface Warfare Center (NSWC) Technical Points of Contact (TPOC)Interact regularly with external clients such as FMS case managers and their staff as well as FMS countries to support FMS program requirementsDraft, review, and route formal memos responding to actions, providing Rough Order of Magnitude (ROM) costs, or releasing technical documentationSupport Travel CONUS and OCONUS as neededEffectively manage multiple detailed tasks within a dynamic and fast pace work environment. Also, flexible to change priorities as they evolveAbility to work tasks independently as well as with cross functional teamsProactive and detail-oriented and able to assess issues and develop solutions to meet project/program goals and objectives

Active DoD Secret clearance required

Additional Qualifications/Responsibilities

Basic Qualifications:

Master's degree in a relevant field OR bachelor's degree and 5 years of relevant federal/DoD program analyst experience OR Associates and 10 years of relevant experienceFederal/DoD program management experience including tracking action tracking, financial tracking, and material deliverables tracking; ACAT program experience preferredExperience with LOA managementExperience drafting formal memos, responding to action items, providing ROM costs and releasing technical documentationExperience supporting CONUS and OCONUS travelExperience successfully organizing and managing detailed tasks and providing weekly status reports.Experience successfully communicating and building strong working relationships with cross functional teams to collect data and information and identify and resolve tasking challengesProficient MS Office (Word, Excel, PowerPoint, Teams, SharePoint, etc.) skills. Power BI helpfulStrong communication and collaboration skillsProactive, time management, critical thinking and problem solving skillsActive DoD Secret clearance requiredAdditional (Highly Desired) Qualifications:

Knowledge of DSCA SCIP, NEPS, MISIL and FMS case managementExperience using and managing SharePoint OnlineThis position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
