The New Mexico Public Regulation Commission serves New Mexico by ensuring safe operations and reliable utility services at fair, just, and reasonable rates consistent with the State's legal, economic, environmental, and social policies.

Why does the job exist?

The Accounting Bureau Chief plays a key, integral rote in the preparation and presentation of evidence and analysis in cases before the New Mexico Public Regulation Commission. The position provides direction, oversight, training and analysis for itself and a staff of accountants who provide expertise concerning cost of service, recovery of renewable energy costs, fuel/gas and purchased power costs, regulatory assets, taxes, and other accounting matters as needed.

How does it get done?

Presentation under oath of both written and oral testimony as evidence, as well as cross examination as an expert witness in a quasi judicial setting. Preparation of responses to interrogatories from various parties in a case. Lead and/or participate in team meetings to discuss and reach consensus on litigated issues in a case. Collaboration with in-house attorneys assigned to each case, Compliance review and presentation of utility rate filings.

Who are the customers?

The Accounting Bureau is an element of the Utility Division which serves as advocacy staff to the New Mexico Public Regulation Commission by representing the public interest in the regulation of electric, natural gas, water and wastewater, and telecommunications rates. The public interest as defined by law, seeks to balance the interests of consumers with those of utility investors.

Ideal Candidate

The ideal candidate will have experience and background with utility regulatory matters and with writing and orally defending complex testimony, with meeting deadlines in stressful situations, and an interest in learning about a rapidly evolving utility industry. The ideal candidate will also have a license in Certified in Public Accounting or aspirations thereto.

Minimum Qualification

A Master's Degree from an accredited college or university in Economics, Mathematics, Statistics, Sociology, In dustrial Relations, Public Administration or Business Administration and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must maintain a valid NM Driver's License, current defensive driving certificate and complete a successful background check.

Working Conditions

Office setting, extensive use of computer, sitting of long periods of time. Stress to meet deadlines and balance competing priorities. Must be able to lift. May work irregular, extending, weekend or call-back hours. Some in-state travel required.
