Senior GIS Application Analyst - Cloud
Location: Clearwater and remote
The Pinellas County Business Technology Services Department is looking for a Senior Geographic Information Systems (GIS) Application Analyst to manage and maintain Esri GIS servers that are hosted on-premise and in the cloud. This role combines technical expertise in GIS systems with cloud computing knowledge. This position is mainly remote (with a Florida residency requirement) some onsite work performed as needed.
Strong knowledge of ArcGIS Enterprise, ArcGIS Online, and ArcGIS Desktop (ArcMap and ArcGIS Pro) is required to manage the County's 100GIS servers. The incumbent must have experience deploying and managing ArcGIS Enterprise Portal with federated ArcGIS Server Sites.
The incumbent addresses and resolves complex work issues that lower-level employees are unable to handle. Work requires creative and original thinking and is performed under the general direction of management with extensive latitude for individual and team initiative, judgment, and discretion. The incumbent works with customers to determine hardware, software, and system functional requirements to maintain operations and production, as well as achieve business objectives.
What Would You Do?
Ability to manage ArcGIS Enterprise, ArcGIS Online, and ArcGIS Desktop (ArcMap and ArcGIS Pro);Deploy, configure, and maintain Esri GIS servers and related applications on-premise and in cloud environments (e.g., AWS, Azure);Analyze and optimize Esri GIS server performance, manage resources, and perform routine maintenance tasks.Tune and optimize GIS services and perform capacity planning;Ensure high availability and reliability of Esri GIS services through effective load balancing, highly available architecture, and failover strategies;Implement and manage GIS backup and disaster recovery solutions;Familiarity with Arcade and Python scripting;Collaborate with business partners and other government agencies to implement GIS solutions;Demonstrates expert-level knowledge on Esri GIS assignments that require the highest degree of quality, dependability, judgment, communications, and self-initiative in performance;Demonstrates leadership that fosters commitment, team spirit, pride and trust through mentoring, recognizing and guiding employees to achieve results;Assesses agency and organizational resources and capabilities to develop, influence, and motivate associates and others to change or improve policies, procedures, work plans, and ways of doing business to achieve more efficient and effective services, operations, or performance;Prepares and takes responsibility for project plans/schedules, and outlines requirements, tasks, work assignments, resources and critical milestones;Takes ownership of urgent complex cross-sectional subject matter issues and leads teams to resolve controversial problems in a timely manner;Makes and delivers informal and formal presentations, both verbally and in writing, to peers, managers, and customers at various levels of the organization using clear, concise and effective communication.
What Do You Have To Have?
Education and Experience:
Seven (7)years of technical and professional experience in information technology that includes customer service and 1(one)year of professional team leadership or supervision in the assigned subject matter tasks; oranAssociate'sdegree in information technology, computer science, computer technology, or related field andfive (5)years of experience as described above; oraBachelor's degreein information technology, computer science, computer technology, or related fieldandthree (3)yearsofexperience as described above; or; an equivalent combination of education, training, and/or experience.
Florida Driver's LicenseAcquire and maintain CJIS Certification.Expert proficiency with ArcGIS Enterprise, ArcGIS Online, and ArcGIS Desktop (ArcMap and ArcGIS Pro);Proficiency with Cloud technologies;A desirable candidate may possess certifications in one or more specific IT functions such as GISP, ITIL, PMP, Esri Certified, AWS Certified, Azure Certified.Knowledge of HTML, CSS, JavaScript, Arcade, Python, or any program languages.While most work is performed remotely, some on-premise compulsory work periods in special, emergency, and/or disaster situations.Our benefits rank among the top in the area!
