General Description

The Preservation Specialist reviews and monitors construction and development projects for compliance with applicable environmental protection, tree protection, landscape codes and policies, as well as safeguarding Citrus County's natural resources with potential construction. Reviews landscape and tree protection plan applications, administers the tree protection ordinance, ongoing assessments of unincorporated County tree canopy health and other issues pertaining to tree protection, landscape design, implementation, and arboriculture.

Leads the preservation and mitigation programs administered by the County. Serves as the liaison with Federal and State Environmental organizations as well as community-based organizations. Responds to emergencies and assists in emergency storm events as needed occasionally outside of normal operating hours.Essential Functions

Reviews landscape and tree protection plans to ensure compliance with County codes and standards.Implements tree and landscape regulations as required by the Land Development Code, and County Ordinance.Monitors and inspects contractors for planting, pruning, removal and any other tree related projects on the right of way, within tree conservation areas and protected buffers to ensure compliance with County code and standards.Works with volunteers; provides training and oversight, coordinates work schedules, collaborates with volunteers to execute special programs.Manages conservation and mitigation programs administered by the County.Monitors the success of County beautification, preservation, and tree planting by gathering statistics and generating reports.Assists County staff with planning and implementing tree and landscape requirements for residential, commercial and industrial development projects countywide.Reviews development projects for compliance with environmental, tree, and landscape requirements.Provides assistance in grant acquisition and management.Receives, investigates and issues potential violations to County code and statutes as they pertain to environmental resources, trees in tree protection areas, protected buffers, and public land including the right of way.Investigates, receives and responds timely to internal and external requests for tree maintenance, requests for assistance from County employees, outside agencies and the public.Selects or assists in the selection of trees for street tree planting, coordinates tree procurement, delivery, and planting.Provides oversight of planting as needed, assists with oversight of contract planting.Responds timely to citizen complaints, concerns, and inquiries. Forwards complaints to appropriate department and/or staff for resolution and tracks complaint resolutionRecords documents and maintains records as required.Attends meetings, prepares and presents oral presentations and staff reports to Board of County Commissioners, Planning & Zoning Board and related committees, as needed.Participates in staff meetings and attends other meetings, as needed.Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.Performs other duties as required.Minimum Requirements

Education, Training, and Experience

Arborist Option:

Bachelor's Degree from an accredited college or university with major course work in Urban Forestry, Horticulture, Botany, Landscape Architecture or a related subject area.Two (2) years of experience in urban forestry, horticulture or landscape architecture or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Environmental Planner Option:

Bachelor's Degree from an accredited college or university with major course work in Planning, Public Administration, or related field.Two (2) years of experience in planning, permitting, growth management or an equivalent combination of education, training and experience that provides required knowledge, skills and abilities.

Biologist Option:

Bachelor's Degree from an accredited college or university with major course work in Biology with a concentration in wildlife and/or botany, or a related subject area.Two (2) years of experience in environmental science, biological studies or an equivalent combination of education, training and experience that provides required knowledge, skills and abilities.

Certificates, Licenses, Registration, Skills

Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.Arborist Option: certification as an Arborist by the International Society of Arboriculture.Ability to work before or after normal business hours (may include nights) to respond to emergencies and assist in emergency storm events.Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.Must have a strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).Must have or be able to obtain, within 90 days, certification in FEMA National Incident Management System (NIMS) courses:

IS-100.c: Introduction to the Incident Command System (ICS); andIS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment

Requires a combination of sitting, standing, and walking.The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.The job requires frequent bending, balancing, and occasional squatting, twisting, and reaching above shoulders.The job requires the completion of tasks that involve typing, simple grasping, pushing, pulling, fine manual manipulation, operating foot controls/levers, and driving automotive equipment.The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.

Emergency Response/Recovery Activities

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment, and employees must obey all safety policies, and roadway rules and laws.
