Minimum Qualifications Summary

3 years strategic/operational level experience (military, contract or civilian) working with DoD Services, Combatant Commands, supporting strategic engagements programs (e.g., wargames, experimentation, Warfighter Talks, Service staff-level conferences and events)3 years of experience in the areas of planning, concept development, analysis of alternatives, scenario-based development and execution, modeling and simulations, experimentation, design theory, and/or analytical methodologies to evaluate networked environments and anomalous simulation results3 years' total experience in USSOCOM assigned organizations, as military, Government civilian or contractor3 years' experience in planning for large-scale (>30 individual) events on behalf of senior leadership, to include: conducting research and presenting recommendations on various venues, scheduling and leading site surveys, and presenting site survey results to the Government3 years' experience conducting defense-related research on emerging technologies or researching and integrating current intelligence and operations to develop scenarios, studies and analysis3 years of experience creating operational products to identify exercise results and lessons learned to support future exercise planning and requirements3 years of experience developing and presenting verbal and written products at the general/flag- level command staff5 years' experience using Microsoft Office products (e.g., SharePoint, Word, PowerPoint, Access, Excel etc.)Job Objective This position will support United States Special Operations Command (USSOCOM), Concept Development and Integration Division requires Futures Planning and Synchronization (FPS) support services at MacDill Air Force Base (AFB) in Tampa, FL. This is a contracted position under a four-year contract that will provide the Special Operation Forces (SOF) Enterprise with qualified contractor personnel to provide advice, analyses, and assistance in carrying out responsibilities required to support USSOCOM assigned missions. Specific responsibilities and qualifications follow.

Responsibilities

Employ a range of experimentation tools to support industry-standard and trade space studies evaluating warfighter capabilities, differing solution designs, program recommendations, and overall capability performanceSupport the development, coordinate, plan and execute EXFOR experimentation efforts and events which may include modeling, simulations, tabletop exercises, war games, red team analysis, prototyping, and demonstrations to validate the feasibility, reliability, and resiliency of experiments for enhancing Special Operations capabilities across the DOTmLPF-P spectrumAssess the utility and application of different or developing commercially or government- owned analytical tool setsProvide subject matter expertise and guidance on cutting edge technologies while functioning as an expert in leveraging the potential of Special Operations Forces (SOF) research and technology developmentsEstablish and/or maintain contacts with SOF AT&L, Science & Technology (S&T), Defense Advanced Research Projects Agency (DARPA), and other DoD, Joint, Military Service and SOF Component S&T organizationsReport findings and/or results from every experiment event executed on behalf of the client, Capture lessons learned; incorporating lessons learned into future event scenarios and practicesAssemble, train and lead experiment events by supporting scenario development and scenario scripting for the desired eventPlan, design, develop, lead experiment event from concept through post execution reviewCreate briefs for approval, progress updates, and scenario implementationProvide analytical support to plan, prepare, rehearse, conduct, and assess senior leader seminars, SOF experiment events to include exercises, table-top exercises, and interoperability workshops/conferences.Develop plans of action and milestone schedulesResearch and prepare staff products, scenario development, moderator guides, and reference materialsEvaluate DOTmLPF-P to develop alternative solutions that may inform senior leaders on force changes, resourcing, and capability gapsAttend planning (Ex, Initial, Mid and Final) conferences and workshops with stakeholders to discuss event planning, scenario development and scriptingParticipate in experimentation-related forums, working groups, and external assemblies (i.e. Conferences, technology shows, etc.)Support development of USSOCOM products, including guidance and directives (SOF Operating Guidance, Force Planning Guidance (FPG), SOF Programming Guidance (SPG), etc.)Conduct strategic outreach and engagement efforts regarding SOF Experimentation, Force Development and Design (internal and external audiences, senior military leaders, and political officials) that would bring about exposure to new relationships, establish joint venture strategies, develop new markets, identify useful programs and services, and provide insights that foster growth opportunitiesTravel up to 25% of the time on a monthly basisPrepare reports, information papers, and presentations as required utilizing Microsoft Office family of products (e.g., Outlook, PowerPoint, Word, Excel and Access)Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholdersEducation & Certification
