What you'll do at OhioMHAS

:

The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking two visionary people to join our human resources team. We are building the newly established Learning & Development Team from the ground up and we are poised to make an immediate impact for MHAS employees in our central office and regional hospitals.

As a Senior Learning and Development Specialist you will be responsible for driving employee performance and fostering a culture of continuous learning and development. This role involves developing and implementing strategies to optimize employee performance, support career growth, and enhance organizational effectiveness. The ideal candidate will have a strong background in HR, excellent communication skills, and a passion for coaching and mentoring. Other duties include:

Oversee performance management programs, including goal setting, performance reviews, and feedback sessions.Design and deliver learning and development initiatives to build skills and support career progression.Collaborate with managers to identify performance gaps and develop tailored improvement plans.Analyze performance data to assess trends, effectiveness, and impact of programs.Foster an inclusive and growth-oriented culture through training, workshops, and mentorship programs.Support succession planning and employee engagement initiatives.Two positions are available. One will be primarily focused on instructor-led training and the second will primarily be focused on creating web-based/virtual learning content. Both positions will assist in both aspects of employee performance and workforce development.

The instructor-led specialist should be a high energy person who enjoys and has skill in facilitation, workshop design, adult-learning theory, and emotional intelligence.

The web-based specialist should be a creative person who enjoys and has skill in engaging instructional design, web-based content development, and learning management systems (Docebo, Taleo, etc.).

Both specialists should have experience with or training on building and analyzing training needs assessments, gap analysis, and learning surveys. In addition, b oth positions will require creativity and passion. This new team has meaningful projects and goals on the horizon, and we need innovative thinkers to help us do this important work. This is an hourly position and is exempt from the bargaining units , with a pay range of

E1 Exempt Pay Range Schedule

Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule).

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at

Step 1

of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

Qualifications

Position Qualifications

3 yrs. exp. in human resources.

OR

Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.

OR

1 yr. exp. as Human Capital Management Analyst, 64612.

OR

The equivalent of Minimum Class Qualifications for Employment noted above.
